Երևանի պատմական շերտերը քաղաքի հարստությունն են, և դրանք պետք է պահպանել: Այս մասին «Վերանայել քաղաքը՝ միասին ավելի լավ ապրելու համար» խորագրով համաժողովի ընթացքում լրագրողների հետ զրույցում նշեց ՀՀ քաղաքաշինության նախարար ՆարեկՍարգսյանը` ընդծելով, որ «Երևանի փոքր կենտրոնի կառուցապատման մասին» և կից օրենքների նախագծերի փաթեթ է ներկայացվել Ազգային ժողով: 

«Այս տարի օրենքն անպայման կընդունվի: Օրենքի համաձայն` Երևանի կենտրոնում բոլոր հատակագծերը պարտադիր պետք է մշակվեն, հատուկ բանաձևերով կկարգավորվի խտությունը, պատժամիջոցներն ավելանալու են: Օրենքը ծնվել է հանրային պահանջի հիման վրա և կպատասխանի բոլոր հուզող հարցերին»,- Արմենպրեսի փոխանցմամբ` նշեց Նարեկ Սարգսյանը:

Պատասխանելով լրագրողներից մեկի հարցին, թե համաձա՞յն է այն կարծիքներին, որ բոլոր կառուցապատումներն իրականացվում են նախ բիզնես շահերից ելնելով,  և պատմական, մշակութային արժեքների պահպանությունը երկրորդ, երրորդ պլան է մղվում, Նարեկ Սարգսյանը նշեց, որ նման մեկնաբանությունները կապված են այն բանի հետ, որ բոլոր կառուցապատողները մասնավոր անձինք են: Նախարարը շեշտեց, որ քիչ դեպքերում է այսօրվա կառուցապատողը պետությունը:

ԱԺ տարածքային կառավարման եւ տեղական ինքնակառավարման հարցերի մշտական հանձնաժողովը մարտի 11-ին Ստեփան Մարգարյանի նախագահությամբ քննարկել է «Երեւանի փոքր կենտրոնի կառուցապատման մասին» եւ կից օրենքների նախագծերի փաթեթը, որը ներկայացրել է ՀՀ քաղաքաշինության նախարար Նարեկ Սարգսյանը: Փաթեթի հիմնական նպատակն է իրավական հենքի ստեղծման միջոցով նախանշել մայրաքաղաքի զարգացման ընթացքում Երեւանի փոքր կենտրոնի բարձրարժեք ճարտարապետական կերպարի միասնականության, կառուցապատման, գեղագիտական միջավայրի կատարելագործման, առողջ եւ գրավիչ կենսամիջավայրի ձեւավորման ապահովումը:  Օրենքների նախագծերով մասնավորապես առաջարկվում է Փոքր կենտրոնի եւ դրա անմիջական ազդեցության գոտու սահմաններում ընդգրկված տարածքն առանձնացնել որպես ազգային կարեւորություն ունեցող հատուկ եւ լրացուցիչ պայմաններով կառուցապատվող տարածք, որի սահմանագծերը հաստատելու է կառավարությունը: Քաղաքաշինության նախարարի դիտարկմամբ՝ փաթեթով ակնկալվում է քաղաքի ճարտարապետական կերպարի միասնականության եւ գեղագիտական բարձր որակի ապահովումը: Նարեկ Սարգսյանը մանրամասն անդրադարձել է նաեւ փաթեթով կարգավորվող Փոքր կենտրոնի կառուցապատման պայմանների իրավական կարգավորմանը, կառուցապատման ենթագոտիներին, ճարտարապետաշինարարական նախագծերին, կառուցապատման խտության կարգավորմանը եւ այլ հարցերի:
