 Ընտանեկան դրամագլխի օգտագործման արդյունավետությունը բարձրացնելու նպատակով կառավարությունը փոփոխություններ կատարեց նախկինում ընդունած որոշումներից մեկում: ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը նշեց, որ ընտանեկան դրամագլուխը, մինչև հաշվետիրոջ 18 տարին լրանալը, տնօրինվում է նաև հաշվետիրոջ, հաշվետիրոջ կարգաթիվը որոշելու համար հաշվի առնված ընտանիքի անդամի, հաշվետիրոջ ծնողի համար առողջության ապահովագրության հա մար՝ առավելագույնը ապահովագրավճարի 50 տոկոսի չափով, բայց մեկ անձի համար տարեկան ոչ ավելի, քան 72 հազար դրամ:

«Վերլուծությունների համաձայն, խնդրո առարկա դրույթն օգտագործվում է որպես ընտանեկան դրամագլխի գումարները կանխիկացնելու միջոց և չի ծառայում իր բուն նպատակին՝ ընտանիքի անդամի առողջապահական խնդիրների լուծմանը: Մասնավորապես, 2016թ. (մինչև մարտի 9-ը) բանկերից՝ 299 պետական աջակցության հաշիվներից, ստացվել են 1340 անձի համար 94 մլն. դրամի ապահովագրության վճար կատարելու հարցումներ: Մյուս կողմից, համաձայն տարեսկզբին ուժի մեջ մտած փոփոխությունների՝ ընտանեկան դրամագլխի գումարը կարող է տնօրինվել նաև նոր ծնված երեխայի մեկ տարին լրանալուց հետո, ցանկ ացած բանկային հաշվի փոխանցելու միջոցով պարբերական վճարումներ կատարելով, բայց ոչ ավելի, քան ամսական 25 հազար դրամը: 2016թ. մարտի 10-ի դրությամբ բանկերին է ներկայացվել ընտանեկան դրամագլխից պարբերական վճարումներ կատարելու շուրջ 700 դիմում, որոնց հիման վրա վճարվել է շուրջ 30 մլն. դրամ գումար»,-  Արմենպրեսի փոխանցմամբ՝ ասաց նախարարը:

ՀՀ վարչապետ Հովիկ Աբրահամյանն անդրադառնալով նախագծին՝ նշեց, որ քաղաքացիներն այսպիսով կկարողանան առանց դրամական կորուստների, առանց գործարքի մեջ մտնելու բանկերի կամ այլ կառույցների հետ օգտվել միջոցներից:  «Մեր ուսումնասիրության արդյունքներով՝ այս ոլորտում լուրջ կոռուպցիա կա: Կածում եմ՝ այս որոշումը կփակի կոռուպցիոն բոլոր ճանապարհները: Այսպիսով նաև մարդկանց օգնում ենք, որ իրենց գումարը չկորցնեն այլ ճանապարհներով, իրենց գումարը ստանան անկանխիկ»,- ասաց ՀՀ վարչապետը:  

Հաշվի առնելով վերը նշվածը` ընդունված նախագծով առաջարկվում է ուժը կորցրած ճանաչել 2014թ. մարտի 6-ի «Երեխայի ծննդյան միանվագ նպաստի չափը սահմանելու, երեխայի ծննդյան միանվագ նպաստ նշանակելու և վճարելու կարգը հաստատելու մասին» որոշման համապատասխան  ենթակետը և դրան փոխկապակցված՝ որոշման մյուս դրույթները:
