Արտերկրում հավատարմագրված հյուպատոսական ծառայողները մասնավոր զրույցներում խոստովանում են, որ իրենց գործունեության մի զգալի մասը նվիրված է Հայաստանի քաղաքացիությունից հրաժարվելու դիմումներ ընդունելուն: Նման բան վերջին շրջանում տարածված է հատկապես Ռուսաստանում, որտեղ էականորեն հեշտացված է քաղաքացիություն ստանալու կարգը:
Այս երևույթը նկատելի է հենց Հայաստանում, որտեղ հազարավոր, եթե ոչ ավելի, մարդիկ են ապրում Ռուսաստանի Դաշնության անձնագրերով: Այդ մարդիկ ազգությամբ հայ են, ծնվել և մեծացել են այստեղ, հաճախ ապրում են այստեղ, բայց Ռուսաստանի քաղաքացի են: Ի՞նչն է նրանց մղում գնալ նման քայլի. թոշակառուները սա անում են անհամեմատ ավելի բարձր թոշակ ստանալու համար: Զինված ուժերի, ոստիկանության, հատուկ ծառայությունների վետերանները` ավելի լայն արտոնություններից օգտվելու համար: Մյուսները, ովքեր խոպան են գնում կամ բիզնես ունեն Ռուսաստանում, ավելի հանգիստ պայմաններում իրենց գործունեությունը ծավալելու համար: Այդ մասին գրում է «Հայկական ժամանակ»-ը:
Խնդիրը, իսկապես, առկա է, և դա նորություն չէ: Եթե որոշ դեպքերում մարդիկ դրանով պարզապես սոցիալական խնդիր են լուծում, մեծամասնության համար օտարերկրյա անձնագիր ստանալը առավել պաշտպանված լինելու միտում ունի:
Բանն այն է, որ տարիներ շարունակ, ընդ որում բոլոր իշխանությունների օրոք, մեր պետության անձնագիրը ստորադասվել է իշխող կուսակցության անդամատոմսին: Մշտապես յուրայիններին առաջ մղելու և սեփական շրջապատի անպարտելիությունը ի ցույց դնելու իշխանությունների ձգտումը հանգեցրել է մի իրավիճակի, որ Հայաստանի անձնագիրը օգտագործվել է բացառապես ավիատոմս գնելու, սահման հատելու և ընտրությունների ժամանակ ընտրակաշառքների համար հերթագրվելու նպատակով: Հանրապետական կուսակցության անդամատոմսը, կամ, ժողովրդական ընկալումներում, «ուդո»-ն, տարիներ շարունակ ծառայել է որպես յուրատեսակ ինդուլգենցիա, հասարակության մեջ առավել արտոնյալ կարգավիճակի վկայություն, ինչը երկրորդ պլան է մղել երկրի քաղաքացու համար ամենակարևոր փաստաթղթի՝ անձնագրի գոյությունը:
Ի դեպ, այդպիսի ինդուլգենցիաների դեր են կատարել հայաստանյան բոլոր իշխանությունների «ուդո»-ները՝ սկսած ՀՀՇ-ից, վերջացրած կոալիցիոն անդամատոմսերով:
Այդ ամենը պետք է հանգեցներ այսօրվա իրավիճակին, երբ ՀՀ անձնագիրը բացառապես սոցիալական փաստաթղթի, այլ ոչ թե պաշտպանվածության և պետության կողմից լիակատար աջակցության նշանակություն ունի: Ու այդպիսին կշարունակի մնալ, քանի դեռ պետության համար քաղաքացու դերը կարևոր է այնքանով, թե որքանով է նա նպաստում իշխող ռեժիմի վերարտադրությանը...
Քանի դեռ Հանրապետականի «ուդո»-ն ծառայում է որպես յուրօրինակ ինդուլգենցիա՝ փաստաթուղթ մեղքերի թողության մասին...
