Հարգարժան նախարարն ո՞ւմ առաջինը կշնորհի վաստակավոր շինարարի կոչումը

Հայաստանի կառավարությունը ԱԺ-ին է ներկայացրել օրենսդրական նախագիծ, որով առաջարկում է ՀՀ-ում վաստակավոր շինարարի պատվավոր կոչում սահմանել: Ազգային ժողովում երեկ, ներկայացնելով օրինագիծը, քաղաքաշինության նախարար Նարեկ Սարգսյանը հայտարարել է, որ ժամանակին այդ կոչումը հանվել է այն պատճառով, որ ենթադրել են, թե տնտեսության բոլոր ճյուղերի մասնագետները կմիավորվեն տնտեսության վաստակավոր գործչի պատվավոր կոչման շրջանակներում:

«Սակայն մենք այն կարծիքին ենք, որ շինարարը տարբեր է տնտեսության այլ ոլորտներից»,- հավելեց Սարգսյանը՝ ընդգծելով, որ հարևան երկրներում պահպանել են այս կոչումը: Նրա խոսքով՝ Հայաստանի շինարարների միությունն է հարցը բարձրացրել, ինչն իր կարծիքով «արդարացի է», որին հավանություն է տվել նաև կառավարությունը: «Խնդրում ենք ձեզ այս որոշումը պաշտպանել»,- դիմելով խորհրդարանին՝ ասել է Նարեկ Սարգսյանը:

Նախագիծը, սակայն, պատգամավորների բուռն արձագանքին արժանացավ: Զայրացած ու զարմացած պատգամավորնենրը, ամեն ինչից առավել ցանկություն ունեին հասկանալու, թե ինչու է հանկարծ նման պահանջ առաջացրել: Այն, որ վաստակավոր կոչումների շարքում շինարարներ չկան, ամենևին էլ տարօրինակ չէ: Եվ, իրոք, այս ամենից «մեռելի հոտ» է գալիս, առավել ևս, որ շինարարությունն այսօր բավականին տխուր, էլ չասենք, որ ամենանվազ կայացած ոլորտներից է և դեռ պարզ էլ չէ, թե նոր կառուցված շենքերը, որոնք թղթի վրա գրված թվերով կարող են դիմանալ մինչև 10 բալանոց երկրաշարժի, իրականում 5-6 բալի գոնե «կձգե՞ն», թե՞ դոմինոյի էֆեկտով կթափվեն իրար գլխի:

Ասվածի ապացույցն օրերս մայրաքաղաքում ինքնափլուզված հենապատն էր, որը, բարեբախտաբար, գիշերային ժամին է փլվել, ինչի պատճառով էլ մարդիկ վնաս չեն կրել, բայց պատկերացրեք, որ եթե այն ցերեկային ժամի փլուզվեր, ինչ աղետալի հետևանքներ կարող էր առաջացնել: Ու ամենևին էլ զարմանալի չի լինի, որ մի օր էլ պարզվի, որ հենց այս հենապատի շինարարին է շնորհվելու այդ կոչումը: Նման դեպքերում մնում է կողմնորոշվել, թե այս անգամ լացելո՞ւ, թե՞ ծիծաղելու հերթն է: Այնուամենայնիվ, հետաքրքիր է, որ եթե Ազգային ժողովը ՀՀ քաղաքաշինության նախարար Նարեկ Սարգսյանի ներկայացրած օրինագծին հավանություն տա, ապա հարգարժան նախարարն ում առաջինը կշնորհի վաստակավոր շինարարի կոչումը, և, ընդհանրապես, շենքեր կառուցելո՞ւ, թե՞ քանդելու համար:
