Ընտրական նոր օրենսգրքի ընդունմամբ ընտարական համակարգի ձևավորումը հնարավորություն կտա հանրության մոտ բարձրացնել վստահության մակարդակը քվեարկությունների նկատմամբ: Մարտի 21-ին լրագրողների հետ հանդիպմանը նման համոզմունք հայտնեց ԱԺ ՀՀԿ խմբակցության անդամ Խոսրով Հարությունյանը: Պատգամավորի կարծիքով` Սահմանադրությամբ ամրագրված կառավարման խորհրդարանական համակարգով պայմանավորված` նոր ընտրական օրենսգրքի ընդո ւնումը թե հանրային կյանքում, թե քաղաքական գործընթացներում առանցաքային խնդիր է դարձել: «Ըստ էության, ընտրական օրենսգիրքը, ապահովելով համամասնական ընտրական համակարգի հնարավորությունները, փորձում է չկորցնել պատգամավոր-տարածքներ կապը: Այլ կերպ ասած` նպատակն է լուծում գտնել, որպեսզի ժամանակի ընթացքում տարածքն ընտրողին կարողանա կապել քաղաքական պատասխանատուի հետ: Առաջարկվող համամասնական բաց ցուցակների ընտրական համակարգը տալիս է այդ հնարավորությունը»,- Արմենպրեսի փոխանցմամբ`  նշեց Հարությունյանը: Մի կողմից, ըստ նրա, այս նախագիծն ապահովում է անմիջական կապը ընտրողների և պատգամավորների միջև, մյուս կողմից` ցանկացած կուսակցության, քաղաքական գործիչների իրական կշիռը ձևավորելու են ընտրողները: «Ընտրողները ներկուսակցական կյանքում քաղաքական գործիչների վարկանիշի ձևավորման հիմնական ազդակ են դառնալու»,- ընդգծեց պատգամավորը: Այս փորձը կոչված է ստեղծելու նոր քաղաքական մշակույթ` ներկուսակցական ժողովրդավարության ձևավորման տեսանկյունից: «Ըստ իս` սա առողջ ներկուսակցական ժողովրդավարության զարգացման և կուսակցությունների ներ սում առողջ քաղաքական մրցակցություն ձևավորման լավագայուն ճանապարհն է»,- ասաց Խոսրով Հարությունյանը:

Նրա համոզմամբ` ընտրողների էլեկտրոնային  գրանցման նոր համակարգը կբացառի կրկնաքվեարկությունը: Պատգամավորը նաև ընդգծեց, որ ստորագրված ընտրացուցակները ընտրություններից հետո ենթակա են «ծանոթացման», բայց ոչ հրապարակայնացման և չեն կարող օգտագործվել հանրային նպատակների համար:
