ՀՀ հատուկ քննչական ծառայությունում քննվող քրեական գործի նախաքննության ընթացքում հիմնավորվել է, որ ՀՀ փաստաբանների պալատի փաստաբան Նարինե Մկրտչյանը հանցագործության կատարման մեջ անհիմն մեղադրել է ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության Մալաթիա-Սեբաստիա վարչական շրջանի քննչական բաժնի ավագ քննիչ Արտ յոմ Շոխոյանին:  Այս մասին տեղեկացնում է ՀՀ հատուկ քննչական ծառայության լրատվական ծառայությունը:

Հիշեցնենք, որ ՀՀ հատուկ քննչական ծառայությունը 2016թ. փետրվարի 15-ին հաղորդագրություն էր տարածել, որ  ՀՀ փաստաբանների պալատի փաստաբան Նարինե Մկրտչյանը հաղորդում էր տվել այն մասին, որ իր պաշտպանյալի վերաբերյալ քննվող քրեական գործի դատաքննության ընթացքում ծանոթացել է քրեական գործի նյութերին և տեղեկացել, որ գործի նյութերին կցվել են քննիչ Ա. Շոխոյանի կողմից կազմված արձանագրություններ, որոնց ուսումնասիրությամբ պարզել է, որ նախաքննության ավարտման մասին հայտնելու արձանագրությունում առկա են իր ստորագրությանը նման ստորագրություն և ազգան վան ու անվան սկզբնատառի մասին գրառումներ, մինչդեռ հիշյալ արձանագրության տակ ինքը չի ստորագրել, իր ազգանվան վերաբերյալ գրառումը և արձանագրության մեջ դրված ստորագրությունը կեղծված է:

Ն. Մկրտչյանի հաղորդման հիման վրա ՀՀ հատուկ քննչական ծառայությունում ՀՀ քրեական օրենսգրքի 314-րդ հոդվածի 1-ին մասով հարուցված քրեական գործի նախաքննության ընթացքում պատշաճ ընթացակարգով ստուգվել են փաստաբանի մատնանշած՝ ավագ քննիչի կողմից առերևույթ պաշտոնեական կեղծիք կատարելու դրվագների բոլոր հանգամանքները: Մասնավորապես՝ քրեական գործով անհապաղ իրականացվել են քննչական մի շարք գործողություններ, նշանակվել են դատաձեռագրաբանական և փաստաթղթաբանական համալիր փորձաքննություններ:

Քրեական գործով ձեռք բերված փաստական տվյալներով հիմնավորվել է, որ նախաքննության ավարտման մասին մեղադրյալին հայտնելու վերաբերյալ արձանագրության տակ առկա ձեռագիր գրառումները և ստորագրությունները կատարվել են անձամբ փաստաբան Ն. Մկրտչյանի կողմից:

Այսինքն` Ն. Մկրտչյանը, գիտակցելով իր տրամադրած տեղեկատվության կեղծ լինելը, հանցագործության կատարման մեջ անհիմն մեղադրել է ՀՀ քննչական կոմիտեի Երևան քաղաքի քննչական վարչության Մալաթիա-Սեբաստիա վարչական շրջանի քննչական բաժնի ավագ քննիչ Արտյոմ Շոխոյանին:

Հիշյալ հանցավոր արարքը կատարելու համար Ն. Մկրտչյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 333-րդ հոդվածի 1-ին մասով:

ՀՀ հատուկ քննչական ծառայությունում ավարտվել է հիշյալ քրեական գործի նախաքննությունը: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին՝ այն հաստատելու և դատարան ուղարկելու համար:
