Transparency International: В Армении электронная система регистрации не исключает повторное голосование

В Армении внедрение электронной системы регистрации совершенно не исключает повторное голосование. Об этом 25 марта заявила представитель антикоррупционного центра Transparency International Эрикназ Тигранян в ходе дебатов, организованных на тему «Проект Избирательного кодекса Армении: спорные положения».

Регистр избирателей, пояснила правозащитник, это - не система, связанная одним единым сервером. «Это означает, что базы избирателей отдельные на разных избирательных участках, и нет никакой гарантии, что в избирательных списках разных участков имя одного человека не повторится во второй или третий раз», - подчеркнула Эрикназ Тигранян. То есть, продолжила она, на разных избирательных участках человек может своей идентификационной картой голосовать многократно, так как нет сопоставления, и сервер не обеспечивает единство данных. «Какую проблему решает внедрение электронной системы регистрации, кроме наложения дополнительного финансового груза? Мы предлагаем или сделать весь регистр единым, или просто отказаться от этой формы регистрации», - подытожила Эрикназ Тигранян.
