Կուսակցական դպրոցն ու փողերի լվացումը

Հանրապետականների կողմից կուսակցական դպրոց հիմնելու մասին հայաստանյան սոցցանցերն ու առցանց մամուլը արձագանքեց բավական զգացմունքային կերպով՝ նույնացնելով ՀՀԿ-ն Կոմունիստական կուսակցության հետ։

ՀՀԿ-ի պարագայում այս նույնացումն ու նեոբոլշևիզմի մասին խոսակցությունները, իհարկե, լիովին արտացոլում են առկա իրավիճակը։ Սակայն թողնելով այս մոտեցումները՝ կցանկանայինք խոսել ընդհանրապես կուսակցական դպրոցների մասին։ Չնայած ՀՀԿ կուսակցական դպրոցի մասին հնչած բազմաթիվ կարծիքներին, ըստ էության, մոռացության մատնվեց այն փաստը, որ ՀՀԿ-ն նման որոշում է կայացրել Եվրոպայի ժողովրդական կուսակցության հետ քննարկումնների արդյունքում։

ԵԺԿ անդամ կուսակցությունների պարագայում տարբեր կուսակցական դպրոցներն իրենցից ներկայացնում են կուսակցությունների հովանու ներքո գործող գիտահետազոտական, վերլուծական հաստատություններ, որոնց գործառույթների մեջ մտնում է ինչպես այս կամ այն կուսակցության գաղափարախոսության ներկայացումը, հայեցակարգերի մշակումը, այնպես էլ ընդհանրապես հումանիտար քաղաքագիտական կրթությունը, որը շատ անգամ համահավասար է լինում բարձրագույն համալսարանական կրթությանը։ Նման դպրոցներում կամ ակադեմիաներում կուսակցական պատկանելության սահմանափակումներ չեն լինում, քանի որ այն չի գործում միայն կուսակցության ակտիվի համար, այլ առավել լայն շրջանակներ է ընդգրկում։

Այս տեսանկյունից ՀՀԿ-ի կողմից նման դպրոցի հիմնումը կարող էինք դրական գնահատականի արժանացնել, եթե չլինեին մի շարք «բայց»-եր։ Հանրապետականները, խոսելով իրենց կողմից ստեղծվելիք կուսակցական դպրոցի մասին, դատարկ մեծամտությամբ սկսեցին կոչ անել այլ կուսակցությունների նույնպես վարվել իրենց կերպ, քանի որ կրթությունը «լավ բան է»։

Սա նշանակում է, որ, ի սկզբանե, ՀՀԿ-ի քաղաքական դպրոցը լինելու է միմիայն հանրապետական կուսակցության ներքին օգտագործման գործիքներից մեկը, որը զբաղվելու է տարատեսակ քարոզչություններով։ Այստեղից հետևում է, որ քարոզչության համար ստեղծված գործիքը չի կարող հավակնել կրթություն ապահովող գործառույթի։ Սա նշանակում է նաև, որ ի սկզբանե կուսակցական դպրոցից դուրս է մնում գիտահետազոտական բաղադրիչը, որն ըստ էության պետք է լիներ առաջնայինը։ Կուսակցական դպրոցի շուրջ հաջորդ սպասելի ու արատավոր զարգացումը հերթական «գրանտակեր» հաստատության ձևավորումն է։

Հայրենական իշխանության տարբեր ներկայացուցիչներ, ինչքան էլ իրավամբ կամ հանիրավի մեղադրեն տարբեր ակտիվիստական խմբերի «գրանտակերության» մեջ, այնուամենայնիվ շարունակում են մնալ երկրի ամենամեծ «գրանտակերները»։

Այս տեսանկյունից, եթե հետևենք պաշտոնական վիճակագրությանը, ապա կտեսնենք, որ Ոստիկանությանը, Արդարադատության նախարարությանը, կառավարությանն առընթեր տարբեր հակակոռուպցիոն հանձնաժողովներին ամեն տարի տրվում են միլիարդների հասնող դրամաշնորհներ ԱՄՆ-ից և Եվրոպայից։ Գումարած սրան՝ Հանրապետական կուսակցությունը դրամաշնորհների միջոցով ֆինանսավորում է տարբեր հասարակական կազմակերպությունների և հիմնադրամների, որոնց հիմնական գործառույթը «փողերի լվացումն է»։

Ասվածի վառ օրինակը Կարեն Ավագյանի Երիտասարդական հիմնադրամի գործունեությունն է։ Այս տեսանկյունից լուրջ և իրական վտանգ կա, որ կուսակցական դպրոցը կվերածվի պետական դրամաշնորհներ յուրացնող հանրապետականների մի խմբի «դուքյանի», որը, բնականաբար, մեծ սիրով կզբաղվի նաև «փողերի լվացմամբ»։

Հենց սրանք են այն հիմնական արատավոր կողմերը, որոնք ենթադրվում են ՀՀԿ-ի կողմից կուսակցական դպրոց հիմնելու պարագայում, որոնք նաև ցույց են տալիս, թե ինչպիսի այլասերման կարող է ենթարկվել ցանկացած առողջ գաղափար կամ նախագիծ։
