 ԱՄՆ Հավայի նահանգի Ներկայացուցիչների պալատի կողմից Արցախի Հանրապետության անկախությունը ճանաչող բանաձևի միաձայն  ընդունմամբ ընդգծվեց Արցախի շարունակական ջանքերը`  զարգանալու որպես ազատ և անկախ ժողովուրդ: Միաժամանակ բանաձևը կոչ է անում միջազգային հանրությանը ճանաչելու Արցախի Հանրապետությունը, որպես անկախ, ազատ և ինքնիշխան ժողովրդավարություն:  Հայ դատի ԱՄՆ հանձնախումբն ուշադրություն է հրավիրում այն հետաքրքրական փաստի վրա, որ ի հեճուկս Ադրբեջանի դեսպանության կողմից գործադրված ճնշմանը, բանաձևի քվեարկությունն ու ընդունումը տեղի ունեցավ Ադրբեջանի նախագահ Իլհամ Ալիևի` Վաշինգտոն կատարելիք այցից 24 ժամ առաջ:

«Այսօր Հավայի նահանգի ժողովուրդը կանգնեց Արցախի ժողովրդի անկախության և ազատության կողքին` ամուր դիրք ընդունելով ընդդեմ այն ուժեղ լոբբիստական աշխատանքի, որը նպատակ ուներ ոտնահարել ժողովրդավարության և ինքնիշխանության ամերիկյան ու հայկական հիմնարար սկզբունքները: Սրտանց երախտագիտություն ենք հայտնում ներկայացուցիչներ Անգուս ՄըքՔելվիին և Ջոն Միզունոյին` այս ջանքերը գլխավորելու, ինչպես նաև ամբողջ Ներկայացուցիչների պալատին` նման դիրքորոշում ընդունելու համար»,- նշել է Հայ դատի ԱՄՆ Արևմտյան շրջանի հանձնախմբի գործադիր տն օրեն Էլեն Ասատրյանը:

ԱՄՆ-ում ԼՂՀ ներկայացուցիչ Ռոբերտ Ավետիսյանը ևս ողջունել է բանաձևի ընդունումը` իր երախտիքի խոսքը հայտնելով Ներկայացուցիչների պալատին ու բոլոր նրանց, ում ջանքերով հնարավոր է եղել հասնել Հավայի նահանգի կողմից Լեռնային Ղարաբաղի Հանրապետության ճանաչմանը: «Այս ամենն ավելի է ուժեղացնում արցախցիների վստահությունն առ այն, որ մեր բոլոր նվաճումներն իզուր չեն, որ ազատ ու անկախ Լեռնային Ղարաբաղի Հանրապետությունն ի վերջո որպես այդպիսին կճանաչվի ժողովուրդների ամբողջ քաղաքակիրթ հասարակությունների կողմից»,- ասել է Ավետիսյանը:

ԱՄՆ Հավայի նահանգի Ներկայացուցիչների պալատը պաշտոնապես ընդունել է Արցախի Հանրապետության անկախությունը ճանաչող 167 բանաձևը: Այդպիսով, Հավային դարձել է ԱՄՆ յոթերորդ նահանգը, որը ճանաչել է Արցախի Հանրապետությունը: Մինչ այդ նմանատիպ բանաձևեր ընդունվել էին Կալիֆորնիայի, Լուիզիանայի, Ռոդ Այլենդի, Մասաչուսեթսի և Մենի, Ջորջիայի օրենսդիր մարմիններում:
