Հայաստանն օրակարգային է համարում ԵԱՀԿ-ի կողմից կոշտ և հասցեական մոտեցումը Լեռնային Ղարաբաղի հակամարտության կարգավորման դեմ ուղղված Ադրբեջանի գործողություններին: Այս մասին «Գերմանիայի ԵԱՀԿ նախագահությունը՝ երկխոսության, վստահության ու ապահովության ամրապնդում ԵԱՀԿ տարածաշրջանում» թեմայով համաժողովի ժամանակ հայտարարեց ՀՀ ԱԺ պատգամավոր, արտաքին հարաբերությունների մշտական հանձնաժողովի նախագահ Արտակ Զաքարյանը: «Ժամանակը ցույց է տալիս, որ Ադրբեջանը շատ հեռու է խաղաղության հասնելու ցանկությունից և բոլորովին էլ չի թաքցնում իր ռազմատենչ նկրտումները: Վերջինիս կողմից պետական մակարդակով դրսևորված ապակառուցողական մոտեցումներն ու սադրիչ քաղաքականությունը ոչ այլ ինչ են, քան ԵԱՀԿ առավել կոշտ քաղաքականության հիմք` նպատակ ունենալով հակամարտության լուծու մը, նոր պատերազմի բռնկումից խուսափումը, կանխարգելիչ գործառույթների իրականացումը և տարածաշրջանում լիարժեք կայուն ու խաղաղ գործընթացներին նպաստումը»,- Արմենպրեսի փոխանցմամբ` ասաց ԱԺ պատգամավորը:

Նրա խոսքով` 1992 թվականից ի վեր ԵԱՀԿ-ն ԼՂ հակամարտության խաղաղ կարգավորման գործընթացում լուծում գտնելու անփոխարինելի ձևաչափ է, սակայն տարիների ընթացքում արձանագրված իրողությունները` Ադրբեջանի կողմից բանակցային գործընթացի ձախողման հետևողական ջանքերը, շփման գծում հրադադարի ռեժիմի պարբերական խախտումները, դիպուկահարներին հեռացնելուց հրաժարումը, թերադրում են մոտեցումների փոփոխություն: «Այսօր իրողություն է, որ շփման գծում տարիների ընթացքում միջադեպերը ոչ միայն չեն նվազել, այլև ակտիվացել են: Հետևաբար, օրակարգային պետք է լինի միջադեպերի հետաքննության մեխանիզմների ստեղծման հարցը, որը կարևոր միջոց կլինի ոչ միայն անվտանգության ձևավորման համար, այլև` առաջնային քայլ վստահության միջոցների ամրապնդման հարցում»-շեշտեց Արտակ Զաքարյանը:

Պատգամավորը վստահություն հայտնեց, որ ԵԱՀԿ-ի առավել ներգրավվածությունը խնդրի լուծման հարցում իր ներդրումը կունենա լարվածության թուլացման ու վստահության ձևավորման համար:
