Իշխանությունների նպատակն է վերջնական արդյունքում ունենալ ընտրական օրենսգիրք, որը բոլոր կասկածամիտներին հնարավորություն կտա ընկալել, որ իրականում կասկածելի որևէ բան չկա: Ազգային ժողովում  ընտրական օրենսգրքի 4+4+4  ձևաչափով քննարկման ժամանակ այս մասին ասաց ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը: 

«Մենք այսօր հավաքվել ենք նրա համար, որ կառավարությունը համարում է, որ որքան լայն քննարկվի այս նախագիծը, որքան շատ առաջարկներ լինեն, այնքան լավ, որովհետև դա հնարավորություն կտա ունենալ ավելի լավ ընտրական օրենսգիրք: Ես չեմ կարող համաձայնել բանակցային գործընթաց ձևակերպման հետ, որ մեր գործընկերներն օգտագործում են՝ բնութագրելով այս հանդիպումը:

Մենք այսօր հանդիպել ենք մեկ խմբի հետ, վաղը մի ուրիշ խմբի հետ ենք հանդիպելու:  Սա աշխատանքային հանդիպում է, որը նպատակ ունի փորձել գտնել փոխադարձ ընդունելի լուծումներ: Հնարավոր է, որ չլինեն փոխադարձ ընդո ւնելի լուծումներ, սակայն դա չի նշանակում, որ նախագծում չեն կարող ընդունվել այն գաղափարները, որոնք այստեղ առաջ կքաշվեն»,- նշեց Հարությունյանը:

Այնուհետև Դավիթ Հարությունյանն առաջարկեց քննարկումը շարունակել առանց լրատվամիջոցների, որպեսզի հնարավոր լինի ավելի արդյունավետ և բովանդակային քննարկում ունենալ:

«Ես կարծում եմ, որ լրատվամիջոցների ներկայությամբ մենք չենք կարող բովանդակային քննարկում ունենալ, որովհետև տեսախցիկների առկայությունը ոմանց խանգարում է, ոմանց կաշկանդում է իրենց կարծիքն ազատ ներկայացնելու համար»:

Ներկաները քննարկեցին Դավիթ Հարությունանի առաջարկը և որոշում կայացվեց քննարկումը շարունակել առանց լրատվամիջոցների: Իրավապաշտպան Արտակ Զեյնալյանն էլ  ընդգծեց, որ կողմ են առանց լրատվամիջոցների քննարկումը շարունակելու առաջարկին, բայց ցանկանում են քննարկումն իրենց համար ձայնագրել:

Քննարկման բոլոր մասնակիցները չառարկեցին Զեյնալյանի առաջարկին:
