ԱՄՆ-ի Հավայի նահանգը նույնպես ճանաչեց Լեռնային Ղարաբաղի անկախությունը, իսկ մինչ այդ արդեն ԱՄՆ-ի 6 նահանգ ճանաչել էր: Շնորհակալություն հայտնելով Հավայի նահանգի ղեկավար մարմիններին ու ժողովրդին՝ սակայն արժե նաև մտածել հետևյալ հարցի շուրջ, թե ի՞նչ կտա այդ ճանաչումը ԼՂՀ-ին կամ կտա՞ արդյոք որևէ բան: Բանն այն է, որ ԱՄՆ-ի ցանկացած նահանգի կողմից Արցախի անկախության ճանաչումը իրավական առումով չի կարող համեմատվել որևէ պետության կողմից ԼՂՀ անկախությունը ճանաչելուն, ինչը մինչ օրս դեռ չի եղել, այսինքն՝ դե յուրե ԼՂՀ-ն շարունակում է մնալ նույն՝ միջազգայնորեն չճանաչված կարգավիճակով: Ասեմ ավելին, եթե նույնիսկ ԱՄՆ-ի 50 նահանգներն էլ ճանաչեն Ղարաբաղի անկախությունը, միևնույն է, իրավական առումով դա մեզ ոչինչ չի տա, նաև դա որևէ երաշխիք չի լինի այն բանի, որ դրա արդյունքում ԼՂՀ անկախությունը կարող է ճանաչել նաև պաշտոնական Վաշինգտոնը: Իրականում մեկը մյուսի հետ ընդհանրապես կապ չունի և ԱՄՆ-ի նահանգային իշխանությունների դիրքորոշումը նույնպես կապ չունի պաշտոնական Վաշինգտոնի դիրքորոշման հետ:

Նույնիսկ հնարավոր է այնպիսի տարբերակ, որ ԱՄՆ-ի իշխանություններին լավ էլ ձեռք է տալիս, որ իրենց տարբեր նահանգներում նման որոշումներ ընդունվեն: Դրանով, այսպես ասած, փափուկ բարձ է դրվում հայերի գլխի տակ, ինչի ազդեցությունը որոշ ժամանակ կմնա: Բնական է՝ նման որոշումները ողջունվում են, ոգևորություն առաջացնում հայերիս մոտ, դրական տրամադրվածություն ստեղծում և, իհարկե, հույս տալիս խնդրի ամբողջական լուծման:

Հույսը իրականում վատ բան չէ և այն անպայման պետք է ունենալ, պարզապես չարժե այդ հույսը դնել մեկ այլ պետության վրա, այլ միայն սեփական ներուժի ու կարողությունների և դիվանագիտական պայքարում հաջողությունների վրա: Իսկ Հավայի և մյուս նահանգների կողմից ԼՂՀ անկախության ճանաչումը, ըստ իս, ընդամենն օգնում է ԱՄՆ իշխանություններին ժամանակ շահել: Այնպես որ, շատ ոգևորվելու կարիք չկա, սակայն Հավայի նահանգին, ամեն դեպքում, պետք է շնորհակալ լինենք: Սա այն դեպքերից է, երբ նահանգի անունը չի համապատասխանում իր էությանը:
