Անհնար է գտնել քաղաքացիական բնակչության նկատմամբ Ադրբեջանի բարբարոսությունների որևէ արդարացում: Նման ոճրագործություններ ծրագրողները և իրականացնողները պետք է ենթարկվեն արժանի պատասխանատվության: Այս մասին հայտարարել է ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանը:

-Պարոն Քոչարյան, ինչպիսի՞ն է Հայաստանի դիրքորոշումը Ադրբեջանի կողմից Լեռնային Ղարաբաղի Հանրապետության դեմ սանձազերծված լայնածավալ գործողություններում քաղաքացիական անձանց թիրախավորման առնչությամբ: Ինչպիսի՞ միջազգային իրավական գնահատական է անհրաժեշտայդ ոճրագործություններին:

-Ադրբեջանի կողմից վերջին օրերին Լեռնային Ղարաբաղի դեմ լայնածավալ հարձակողական գործողությունների սանձազերծումը ոչ միայն ոտնահարեց իր կողմից 1994 թ. ստորագրված հրադադարի հաստատման, 1995թ. հրադադարի ամրապնդման մասին եռակողմ համաձայնագրերը, այլև ուղեկցվում են միջազգային մարդու իրավունքների և մարդասիրական իրավունքի զանգվածային խախտումներով:

Ադրբեջանական գործողությունների առաջին իսկ ժամերից միտումնավոր և անխտիր թիրախավորվել են քաղաքացիական օբյեկտները և քաղաքացիական անձինք, այդ թվում երեխաներ և տարեց մարդիկ: Խաղաղ բնակչության թվում առաջին տուժածներից էին ադրբեջանական կրակից սպանված 12-ամյա Վաղինակ Թաթուլի Գրիգորյանը, ինչպես նաև ևս երկու վիրավորված դպրոցականներ:

Ադրբեջանը խախտում է Միջազգային մարդու և մարդասիրական իրավունքը, մասնավորապես Մարդու իրավունքների համընդհանուր հռչակագիրը, 1949թ. Ժնևյան կոնվենցիաները, 1977թ. Լրացուցիչ արձանագրությունները, Երեխաների իրավունքների մասին 1989թ. կոնվենցիան:

Արցախի Մարտակերտի շրջանի Թալիշ գյուղում ադրբեջանական զինծառայողները գազանաբար խոշտանգել, խեղել և սպանել են Խալափյանների ընտանիքի երեք անդամների, որոնցից ամենատարեցը 1924 թ. ծնված Մարուսյա Խալափյանն էր: Անհնար է գտնել քաղաքացիական բնակչության նկատմամբ նման բարբարոսության որևէ արդարացում: Ադրբեջանական բանակի գործողությունները դուրս են գտնվում ոչ միայն վերոնշյալ կոնվենցիաների, պատերազմի սովորութային իրավունքի, այլ նաև որևէ քաղաքակրթության տարրական նորմերի սահմաններից:

Նման ոճրագործություններ ծրագրողները և իրականացնողները պետք է ենթարկվեն արժանի պատասխանատվության:

Կարևորում ենք, որ միջազգային հանրությունը, ներառյալ մարդու և մարդասիրական իրավունքի օրակարգով գործող միջազգային կառույցները, խստագույնս դատապարտեն Ադրբեջանի կողմից Լեռնային Ղարաբաղի քաղաքացիական անձանց հանդեպ կիրառվող բռնությունները:
