ԱԳ փոխնախարարը Թալիշի դեպքերի մասին խոսել է բռնի ծայրահեղականության դեմ պայքարի համաժողովին

ՀՀ արտաքին գործերի նախարարի տեղակալ Աշոտ Հովակիմյանը ապրիլի 8-ին Ժնևում մասնակցել է ՄԱԿ-ի և Շվեյցարիայի համատեղ կազմակերպած Բռնի ծայրահեղականության դեմ պայքարին նվիրված համաժողովին:

Ինչպես տեղեկացրին ՀՀ ԱԳՆ մամուլի, տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, համաժողովի բարձր մակարդակի հատվածը համանախագահում էին ՄԱԿ-ի գլխավոր քարտուղար Բան Կի-Մունը և Շվեյցարիայի արտաքին գործերի նախարար Դիդիե Բուրկհալտերը:

Համաժողովին մասնակցում էին մի քանի տասնյակ երկրների արտաքին գործերի նախարարներ և փոխնախարարներ, ինչպես նաև բռնի ծայրահեղականության և ահաբեկչության դեմ պայքարում ներգրավված միջազգային կառույցների համապատասխան պաշտոնյաներ:

Փոխնախարար Հովակիմյանն իր ելույթի սկզբում նշել է, որ, նախքան ահաբեկչության և մարդու իրավունքների կոպիտ խախտումների հանգեցնող բռնի ծայրահեղականությանն անդրադառնալը, անհրաժեշտ է հասկանալ այդ երևույթի էությունը: Հրամայական է դառնում միջազգային հանրության համախմբումը՝ ընդհանուր ռազմավարություն մշակելու նպատակով: Նշվել է, որ թեև ակնհայտ է, որ պետք է խուսափել բռնի ծայրահեղականությունը և ահաբեկչությունը որևէ կրոնի կամ էթնիկ խմբի հետ նույնացնելուց, միևնույն ժամանակ, նույնքան ակնհայտ է, որ բռնի ծայրահեղականության ժամանակակից դրսևորումների, մասնավորապես, «Իսլամական պետության» և «Ալ Նուսրայի» կողմից իրականացվող ցեղասպանության հանգեցնող զանգվածային ոճրագործությունների հիմնական թիրախը կրոնական կամ էթնիկ համայնքներն են:

Ըստ ՀՀ փոխարտգործնախարարի՝ ցեղասպան գործողություններ իրականացնող ահաբեկչական խմբավորումներին որևէ պետության կողմից տրամադրվող ցանկացած աջակցություն պետք է որակվի որպես հանցակցություն: Բռնի ծայրահեղականությանը հակազդելիս, մարդու իրավունքների համատեքստում, առանցքային նշանակություն ունի զոհերի իրավունքների պաշտպանությունը: Այս առումով պետք է առանձնահատուկ ուշադրություն դարձնել ատելության հողի վրա հանցանքների կանխարգելմանը, քանի որ վերջիններս անմիջական կապ են ստեղծում բռնի ծայրահեղականության ու ահաբեկչության միջև և հանգեցնում ցեղասպանության, պատերազմական հանցագործությունների ու մարդկության դեմ ոճիրների:

Աշոտ Հովակիմյանն ընդգծել է, որ չլուծված հակամարտությունները կարող են պարարտ հող ստեղծել բռնի ծայրահեղականության համար, առավել ևս, երբ պետական իշխանությունները օգտագործում են հակամարտությունները մարդու իրավունքները սահմանափակելու և հակամարտության կողմերի դեմ հասարակության բոլոր մակարդակներում թշնամություն քարոզելու համար: Այս կապը, սակայն, չի գործում միայն մեկ ուղղությամբ, քանզի բռնի ծայրահեղականությունն իր հերթին կարող է բացասական ազդեցությունն ունենալ հակամարտությունների կարգավորման վրա, առավել ևս, երբ հանցագործների հե րոսականացումն օգտագործվում է իբրև հասարակությանը մոբիլիզացնող ուժ:

Ելույթում անդրադարձ է կատարվել Ադրբեջանի կողմից շարունակաբար կիրառվող բռնի ծայրահեղականության դրսևորումներին, ինչի ցայտուն օրինակն էր մարդասպան Ռամիլ Սաֆարովին ներում շնորհելը և հերոսացնելը: Ապրիլի սկզբին Ադրբեջանի կողմից սանձազերծած ռազմական գործողությունների համատեքստում ԱԳ փոխնախարարը առանձնահատուկ կարևորել է Թալիշ գյուղում «Իսլամական պետության» ոճով խաղաղ բնակիչների նկատմամբ կիրառված բարբարոսությունների միջազգային դատապարտումը՝ որպես մարդու իրավունքների և միջազգային հումանիտար իրավունքի ոտնահարման աղաղակո ղ դեպքերի:
