ՀՀ կառավարությունը հայտարարել է «Բաց կառավարման գործընկերություն-Հայաստան. Երրորդ գործողությունների ծրագիր» գաղափարների մրցույթը

ՀՀ Կառավարությունը ՄԱԿ-ի Զարգացման ծրագրի աջակցությամբ հայտարարում է գաղափարների մրցույթ՝ Բաց կառավարման գործընկերության գործողությունների նոր` երրորդ ծրագիրը համալրելու նպատակով:

Այս մասին տեղեկացնում է ՀՀ կառավարության պաշտոնական կայքը։

Հաղորդագրությունում նշված է. «Բաց կառավարման գործընկերություն-Հայաստան» ծրագրից՝ հավելելով. «Ծրագիրը մասնակցային սկզբունքով մշակված հանձնառությունների համախումբ է, որոնք կոչված են խթանելու կառավարման թափանցիկությունը, հաշվետվողականությունը և հանրային մասնակցությունը: Բաց կառավարման գործընկերությունը շեշտադրում է հավակնոտ հանձնառությունների միջոցով բաց կառավարման բարեփոխումներին ուղղված նախաձեռնությունների անհրաժեշտությունը: Գործողությունների ծրագրում ընդգրկվող նախաձեռնությունները կարող են լինել ինչպես նոր, այնպես էլ՝ նախկինում սկսված, ընթացիկ բարեփոխումների շարունակություն:

Առաջնահերթ պահանջ է գործողությունների ծրագրում ներառված յուրաքանչյուր հանձնառության համապատասխանության ապահովումը բաց կառավարման հետևյալ չորս սկզբունքներից առնվազն մեկին՝

1) թափանցիկություն. սա վերաբերում է պետության տնօրինած ամբողջ, այլ ոչ միայն կառավարության գործողությունների մասին տեղեկատվության պրոակտիվ և ռեակտիվ հրապարակմանը, տեղեկատվության ազատության մասին իրավունքի ամրապնդման մեխանիզմներին, կառավարությանը տեղեկությունների հասանելիությանը:

2) hաշվետվողականություն. կանոններ, կարգավորումներ և մեխանիզմներ, որոնք կառավարման ոլորտի դերակատարներին կոչ են անում հիմնավորել իրենց գործողությունները, գործել իրենց ուղղված պահանջներին ու քննադատությանն ի պատասխան, ձախողման դեպքում ընդունել պատասխանատվությունը:

3) մասնակցություն. անհրաժեշտ է մոբիլիզացնել քաղաքացիներին, որպեսզի նրանք մասնակցեն կառավարման քաղաքականության և ծրագրերի վերաբերյալ երկխոսությանը, ապահովեն իրենց ներդրումն ու հետադարձ կապը, որոնք կհանգեցնեն ավելի պատասխանատու, նորարարական և արդյունավետ կառավարման.

4) տեխնոլոգիա և նորարարություն. տեխնոլոգիաների հասանելիություն և դրանցից օգտվելու քաղաքացիների կարողության զարգացում: Տեխնոլոգիական լուծումը պետք է պարունակի հստակ հիմնավորում, թե ինչպես է առաջարկվող հանձնառությունը նպաստում մյուս երեք սկզբունքների՝ աշխատանքների թափանցիկության, հաշվետվողականության և հանրային մասնակցության, իրացմանը:
