Եվրոպական խորհրդարանը Ստրասբուրգում ապրիլի 14-ին կայացած լիագումար նիստում ընդունել է 2015թ-ին Թուրքիայի առաջընթացի մասին բանաձևը:

Բանաձևի 1-ին բաժնի 8-րդ կետում Եվրոպական խորհրդարանը կոչ է արել Հայաստանին և Թուրքիային շարունակել իրենց հարաբերությունների կարգավորման գործընթացը և «առանց նախապայմանների հաստատել դիվանագիտական հարաբերություններ»: Խորհրդարանը նաև կոչ է արել բացել հայ-թուրքական սահմանը, ինչն էլ կբերի հարաբերությունների զարգացման` հատկապես միջսահմանային համագործակցության և տնտեսական ինտեգրման: 

Բանաձևում հղում է կատարվում նաև 2015թ-ի ապրիլի 15-ին Եվրոպական խորհրդարանի կողմից Հայոց ցեղասպանության 100-ամյակի առնչությամբ ընդունված բանաձևին: Reuters-ի փոխանցմամբ` այս հղման առնչությամբ Վիեննայում ելույթ ունենալիս մտահոգություն է հայտնել Թուրքիայի` ԵՄ հարցերով նախարար Վոլկան Բոզկիրը` շեշտելով, որ իր կառավարությունը «առոչինչ» է համարում այդ բանաձևը և այն վերադարձնելու է խորհրդարանին:

Բոզկիրը հստակորեն շեշտել է, որ Անկարայում առանձնահատուկ բարկացել են Օսմանյան կայսրությունում 1915թ-ի հայերի զանգվածային սպանությունները «ցեղասպանություն» բնորոշելու հանգամանքից:
