ՀՀ արտաքին գործերի նախարարի տեղակալ Շավարշ Քոչարյանի դիտարկմամբ՝ վերջին իրադարձությունները ցույց տվեցին, որ որքան շուտ Լեռնային Ղարաբաղի Հանրապետությունը մասնակցի բանակցային գործընթացին, այնքան ավելի արդյունավետ կլինի գործընթացը:

«Միշտ համանախագահներն ասել են, որ ինչ-որ փուլում դա լինելու է, իսկ ինչ-որ փուլը ենթադրում էր Կազանը, որտեղ, եթ ե երկու պետությունները ոչ թե որպես հիմք ընդունեին այդ սկզբունքները, այլ տային համաձայնություն, որից հետո պետք է Ղարաբաղն էլ տար, երեքով միասին կանցնեին մշակմանը:

Այսինքն ՝ համանախագահների պատկերացմամբ, երբ որ լինի արդեն բուն պայմանագրի մշակումը, պետք է Արցախը ներգրավվի: Սակայն վերջին իրադարձությունները ցույց տվեցին, որ ինչքան շուտ ԼՂՀ-ն մասնակցի, այնքան լավ»,- կառավարության նիստից հետո լրագրողների հետ զրույցում ասաց Քոչարյանը:

Խոսելով Կազանի փաստաթղթի մասին՝ փոխնախարարն ասաց, որ դա, ըստ էութան, նույն Մադրիդյան փաստաթուղթն է՝ որոշակի փոփոխություններով: «Քանի որ փաստաթուղթը հրապարակված չէ, ես կարող եմ ասել, որ այնտեղ կան ավելի շատ դրական փոփոխություններ Հայաստանի ու Ղարաբաղի համար, եթե համեմատենք Մադրիդի հետ: Բայց մի բան կարող եմ արձանագրել, որ այն, ինչ հրապարակային տրված է համանախագահների հայտարարություններում, նույն տարրերն ու սկզբունքներն են»,- ասաց նա՝ հրաժարվելով մանրամասներ ներկայացնել:

Անդրադառնալով ՌԴ նախագահ Վլադիմիր Պուտինի հայտարարությանը, թե ղարաբաղյան հիմնախնդրին պետք է վերաբերել բժշկական սկզբունքով՝ մի վնասիր, և հարցին, թե արդյոք զենք վաճառելով Ադրբեջանին՝ այդ երկիրը չի՞ վնասում, նա ասաց. «Բնական է՝ մենք չենք ցանկանա, որ որևէ մեկը վնասի: Ես չեմ կարող դա մեկնաբանել»:
