Գրեթե երկու տասնամյակ Հայաստանի իրար փոխարինող բոլոր կառավարություններին փորձել եմ համոզել, որ սահմանապահ գյուղերն ազատեն հարկերից, որ դրանք հռչակվեն Հերոս-գյուղեր և օրենքով ամրագրվի դրանց կարգավիճակը՝ որպես Ազատ տնտեսական գոտիներ /վկան՝ երեք մենագրություններ և տասնյակ հոդվածներ ու հարցազրույցներ/: Հարկայինի պատասխանատուներն ասում էին՝ առանց այն էլ փոքր երկիր է, ու՞ր մասնատենք, վարչապետերն ասում էին՝ այնտեղ բիզնես կգրանցեն, Երևանում կաշխատեն ու առիթից օգտվողներ կլինեն: Ստիպված եղա Օրենքի նախագիծ մշակել ուր ասվում է. ՛՛հարկային արտոնություններից օգտվում են այդ գյուղերում գրանցված և ԳՈՐԾՈՂ ընկերություններն ու անհատ ձեռներեցները՛՛: Իսկ դա հարկային մարմինները կարող են հեշտությամբ վերահսկել: Նախ՝ սահմանամերձ գրեթե ոչ մի գյուղ ի վիճակի չէ պահանջվող չափով հարկեր ու տուրքեր մուծել պետական բյուջե: Ավելին, դրանք բոլորն էլ ՛՛նստած են՛՛ պետբյուջեի վրա՝ դոտացիաներ, սուբսիդիաներ և սուբվենցիաներ ստանալով: Մարդկանց արտագաղթը սկսվում է հենց այդ գյուղերից. սկզբից տեղի է ունենում ուրբանիզացիա կոչվածը՝ գյուղից մեկնում են քաղաք, իսկ հետո այնտեղ էլ չինտեգրվելով և աշխատանք չգտնելով, արտագաղթում: Պարզվում է՝ գրչի մի շարժումով, ՀՀ Կառավարության մի որոշմամբ ու վարչապետի ստորագրությամբ կարելի է կյանքի կոչել այն, ինչ արդյունքում գյուղացին կմնա գյուղում, նրա նախկին համագյուղացին, որ արտագաղթել է, որոշ գումար վաստակած, կվերադառնա՝ ներդրում անելու: Եթե մի բան ստացվի, փոքր, խոշոր ու միջին բիզնեսներն էլ շահագրգռված կլինեն /հարկային արտոնություններ ստանալու համար/ ինչ-որ գործ ձեռնարկել: Երբ աշխատատեղեր ստեղծվեն, բանակն ամուր թիկունք կունենա, պետական բյուջեից ավելի քիչ գումարներ կվատնվեն, կկանխվի պետությանն ու ժողովրդին կազմալուծող արտագաղթը, կկրճատվի համայնքների զարգացման անհամաչափությունը… Էլ ի՞նչ ենք ուզում: Ինչևէ, փառք Տիրոջ, կառավարության արդեն ՛՛քառակուսի՛՛ թվացող անիվը սկսեց պտտվել: Հիմա մտածում եմ, իսկ ձեր խոնարհ ծառայի կողմից մշակված ՏՆՏԵՍԱԿԱՆ ԱՃԻ ԵՎ ՄԱՐԴԿԱՅԻՆ ԶԱՐԳԱՑՄԱՆ ՃԱՆԱՊԱՐՀԱՅԻՆ ՔԱՐՏԵԶԻ մյուս առաջարկները կամ իմ մյուս գործընկերների խորհուրդները ե՞րբ կյանքի կկոչվեն: Հուսով եմ՝ ավելի արագ, քան այս մեկը: Ուզում եմ շարունակել լավատես մնալ:
