ԵԽԽՎ-ում Թուրքիային քննադատել են մարդու իրավունքների վիճակի համար

Եվրոպայի Խորհրդի խորհրդարանական վեհաժողովի աշխատանքներին մասնակցող Թուրքիայի վարչապետ Ահմեթ Դավութօղլուն հայտնվել է մարդու իրավունքների իրավիճակի, սիրիացի փախստականների դրության, քրդերի ճնշումների եւ Թուրքիայում սահմանադրության փոփոխությունների վերաբերյալ ծրագրերի հետ կապված անհարմար հարցերի տարափի տակ:

Ինչպես հաղորդում է «Արմենպրես»-ը, ԵԽԽՎ խորհրդարանականները Դավութօղլուին հիշեցրել են անցյալ շաբաթ Եվրախորհրդարանում եվրոինտեգրման ուղում Անկարայի ջանքերի մասին զեկույցում Թուրքիայի առաջ կանգնած խնդիրները, որոնք նա դանդաղում է լուծել:

Զեկույցում նշվել էր, որ թուրքական իշխանությունների կողմից խիստ դանդաղ առաջ տարվող քաղաքական բարեփոխումները «չեն համապատասխանում եվրոպական ժողովրդավարական արժեքների ոգուն»:

Զեկույցը մտահոգություն էր հայտնել, որ Թուրքիայի իշխող «Արդարություն եւ զարգացում» կուսակցության կողմից առաջարկվող սահմանադրական փոփոխությունները լրջորեն կամրապնդեն այդ երկրի նախագահ Թայիփ Էրդողանի դիրքերն ի վնաս Թուրքիայի ազգային խորհրդարանի լիազորությունների:

Բոլոր հարցերին ի պատասխան Դավութօղլուն հավատացրել է, որ «Թուրքիայի նոր սահմանադրությունը պետք է ամբողջությամբ համապատասխանի մարդու իրավունքների պաշտպանության եվրոպական սկզբունքներին»:

Թուրքիայի բոլոր ընդդիմադիր կուսակցությունները դեմ են արտահայտվել երկրի սահմանադրության ԱԶԿ-ի առաջարկած փոփոխություններին, որոնց գլխավոր նպատակը Թուրքիան նախագահական երկիր դարձնելն է, ինչի մասին բազմիցս հայտարարել է Էրդողանը՝ հասկացնել տալով, որ ցանկանում է դառնալ Թուրքիայի միանձնյա ղեկավար:

Գործող սահմանադրության համաձայն, Թուրքիան հանդիսանում է խորհրդարանական հանրապետություն: Էրդողանն ավելի վաղ բազմիցս հայտարարել էր նախագահական կառավարման ձեւն ամրագրող բարեփոխումներ անցկացնելու անհրաժեշտության մասին: Նա համոզված է, որ ներկայիս հիմնական օրենքով, որն ընդունվել է 1982 թվականին՝ 1980 թվականին տեղի ունեցած ռազմական հեղաշրջումից հետո, երկիրն այլեւս չի կարող զարգանալ:
