ՀԱԿ պատգամավոր Հրանտ Բագրատյանը ֆեյսբուքյան իր էջում գրել է.

«Նախորդ անգամ խոստացել էի շարունակել հայկական արժեքային համակարգի մասին շարքը։ Այսօր, սակայն, ուզում եմ խոսել կառավարության կողմից վերջերս իրականացրած մի քանի հարկային «բարեփոխումների» մասին։ Խոսքը, նախևառաջ, փոքր և միջին բիզնեսի նկատմամբ (ՓՄՁ) շրջանառության հարկի (ՇՀ) տոկոսադրույքի իջեցման մասին է (3%-ից 1)։ Միևնույն ժամանակ ՓՄՁ-երից պահանջվում է փաստաթղթավորել գնումները։ Այս վերջին պահանջը բացատրվում է խոշոր բիզնեսի տնտեսական շրջանառությունը վերահսկելու անհրաժեշտությամբ։ Այս “բարեփոխման” մեջ անհասկանալի է սկզբունքը. իջեցնել հարկի տոկոսադրույքը՝ այն “փոխանակելով” գնումների վերաբերյալ հաշվետվությամբ։ Սրանից մի քանի տարի առաջ, երբ նաև ընդդիմության ջանքերով, այս հարկատեսակը մտցվեց, նպատակ դրվեց. մարդը վճարել է շրջհարկը վերջ, դու նրա հետ գործ չունես։ Ու՞մից է հումք ձեռք բերել, քանի մլն կամ մլրդ է վաստակել, քո (պետության) գործը չէ։ Դժբախտաբար մեր պետության մեջ չինովնիկները ՓՄՁ ասելով հասկանում են տնտեսական շրջանառության ծավալ, այլ ոչ թե հարկման մեխանիզմ։ Շրջանառության ու եկամուտների ծավալից ավելի կարևոր է այն, որ ՓՄՁ համար վերացվում են շահութահարկն ու ԱԱՀ-ը և մտցվում է շրջհարկ։ Այսինքն, հարկայինը միջամտելու, ստուգելու իրավունք չպիտի ունենա, հաշվապահություն պահելու անհրաժեշտություն չպիտի լինի։ Այսպիսով, մտցնելով փաստաթղթաշրջանառության պահանջ, մենք ոչ թե տեխնիկական հարց ենք լուծում, այլ վերացնում ենք ըստ էության ՓՄՁ։ Բազմիցս բացատրել եմ, խոշոր բւզնեսի կանոններով հարկվող ՓՄՁ որևէ առնչություն չունի փոքր կամ միջին բիզնեսի հետ։

Ինչ վերաբերում է նշված փաստաթղթավորման միջոցով խոշորին իբր թե հսկելու փաստարկին, ապա այն տեղին չէ։ Խոշորին ուզում եք ստուգել արեք դա ուղղակիորեն՝ մտեք և ստուգեք։

Առանձին խոսակցության առիթ են նաև սահմանամերձ գյուղերում բիզնես համույթը հարկերից ազատելու և ՏՏ ոլորտ հարկային արտոնութունների մասին ծրագրերը։ Պիտի հորդորեի չշտապել։ Լուրջ քննարկել։ Նախ, հարկային արտոնությունը բիզնեսը խրախուսելու լավագույն ձևը չէ։ Երկրորդ, մակրոտնտեսական քաղաքականության մեջ կարևոր է տեխնիկան, վարպետությունը։ Տալու ձև կա։ Երբեմն արտոնություն տալով «Ա» ճյուղին դուք կարող վերացնել «Բ-Ճ» ճյուղերը»։
