ԱԺ-ում, անդրադառնալով ԸՕ մի շարք խնդրահարույց հարցերի, որոնցից է նաև ազգային փոքրամասնությունների ներկայացուցիչների՝ ցուցակներում ընդգրկվածության հարցը, ՀՀ կառավարության աշխատակազմի ղեկավար-նախարար Դավիթ Հարությունյանը նշեց. «Ցուցակում ազգային որևէ փոքրամասնության ներկայացուցչի առկայությունը պարտադիր է, երաշխավորվում է, բայց թեկնածուների ընտրությունը վերագրվում է քաղաքական տվյալ ուժին: Մենք փորձում էինք երաշխավորել այն, որ ազգային փոքրամասնություններն ունենան մեկական ներկայացուցիչ խորհրդարանում: Բայց հնարավոր է նաև այլ մոդել, որ համայնքն առաջադրի իր թեկնածուին: Այս դեպքում այլ երկրների փորձը հուշում է, որ համայնքներն ընտրությունների պատճառով տրոհվում են, հայտնվում են նորերը, որոնք ներկայանում են որպես համայնք և հարցը դառնում է վիճելի: Դրա համար կուսակցությունները պիտի որոշում կայացնեն՝ ում են ընդգրկում իրենց ցուցակներում: Կախված նրանից, թե քանի մանդատ է ստացել այս կամ այն կուսակցությունը, այն մանդատ է ստանում առաջադրելու նաև ազգային փոքրամասնության թեկնածուներ»,- ասաց Դավիթ Հարությունյանը:

Դ. Հարությունյանը, անդրադառնալով նաև խորհրդարանում կանանց և տղամարդկանց ներկայացվածության տոկոսային հարաբերակցությանը, նշեց. «Առաջին տարբերակում կանանց ներկայացվածությունը նախընտրական ցուցակներում հնգյակներում էր՝ նվազագույնը քսան տոկոս: Հիմա կարծում ենք, որ ներկայացվածությունը պետք է լինի առաջինից չորրորդ համարներում` քսանհինգ տոկոս, առաջինից ութերորդ համարներում՝ նույնքան և այսպես շարունակ: Չի կարող ձևավորվել որևէ մեկ խմբակցություն, որը բաղկացած լինի մեկ սեռի ներկայացուցիչներից: Մանդատները, որոնք հասանելի են կուսակցությանը, բաժանվում են հիսուն-հիսուն չափով: Հիսունը գնում է տարածքներ: Տարածքներում ձայնի իրավունքը պատկանում է ընտրողներին, ու չի բացառվում, որ ընդգրկվեն մեկ սեռի ներկայացուցիչներ: Բայց մեր խնդիրն է, որ կանանց ներկայացվածությունը չնվազի, այլ աճի: Դրա համար, երբ պատգամավորներից մեկը վայր դնի մանդատը, նրանց պետք է փոխարինի կինը: Եթե մանդատը վայր դնողը կինն է, պետք է փոխարինի հաջորդ կինը, եթե անգամ պատգամավորին հաջորդողը տղամարդ է, իսկ եթե տղամարդ է, նրան փոխարինելուն ևս պետք է գա կինը»,-ասաց նա:
