Այսօր ԱԺ հերթական քառօրյա նիստում շարունակվում է նոր Ընտրական օրենսգրքի քննարկումը, որի ժամանակ ՀԱԿ խմբակցության պատգամավոր Հրանտ Բագրատյանը հարց ուղղեց հիմնական զեկուցող, կառավարության աշխատակազմի ղեկավար նախարար Դավիթ Հարությունյանին: «Պարոն Հարությունյան, տեղական ինքնակառավարման մարմիններում ընտրություններին թույլատրում են միայն տեղի գրանցում ունեցող մարդկանց։ Ինձ համար անհասկանալի է, թե ինչու այդ դեպքում մշտական հաշվառման փաստը հաշվի չեն առնում համապետական ընտրություններում, և վերջին մեկ տարում ավելի քան 6 ամիս երկրից բացակայող անձինք չեն ընդգրկվում առանձին ցուցակներում և չեն քվեարկում միայն դիմումների հիման վրա»։

Պատգամավորի հարցին ի պատասխան` Դավիթ Հարությունյանը նշեց, որ Հայաստանից բացակայող անձինք ընտրացուցակներում կներառվեն ընդհանուր հիմունքներով։ Մեկ այլ պատգամավորի հարցին, թե ինչպես է խոսք գնում կուսակցությունների դերի բարձրացման մասին, երբ ռեյտինգային ձևաչափով բոլոր կուսակցությունները մարզերում հավասար մրցակցության պայմաններ չեն ունենում, Դ. Հարությունյանը պատասխանեց. «Եթե 10 կուսակցություն մասնակցի, ապա գրավոր արձանագրության մեջ կարող են զետեղված լինել մինչև 150 թեկնածու, ապա Դուք պատկերացրեք այդ արձանագրության ծավալը: Եթե ամեն մի թեկնածու և դիտորդ պահանջի իր պատճենը, ապա այս գործընթացը կարող է ձախողել աշխատանքը: Այստեղ մեզ օգնության են գալիս ժամանակակից բջջային հեռախոսները, քանի որ բաց արձանագրություններ տրամադրվում են և կարող են նկարել»,- ասաց նա:

Անդրադառնալով նաև այն դրույթին, որ ըստ նոր ԸՕ-ի՝ ընտրողներն այլևս ստորագրություն չեն թողելու, Դավիթ Հարությունյանը նշեց, որ մատնահետք թողնելով՝ ավելի կայուն քվեարկություն է լինում: «Ստորագրության ժամանակ, անգամ, կարող են խզբզել, իսկ մատնահետքը միանշանակ ավելի է ինդենտիֆիկացնում գործընթացը, սակայն եթե սարքը չի աշխատում, ապա մարդը միանշանակ պետք է թողնի ստորագրությունը»,- ասաց նա:
