2016 թվականի ապրիլի 27-ին Ծաղկաձորում տեղի ունեցավ Բարձրագույն վերահսկիչ մարմինների միջազգային կազմակերպության (INTOSAI) Ազգային Առանցքային Ցուցանիշների հանձնաժողովի 9-րդ նիստը:

Նիստի մեկնարկին ելույթով հանդես եկավ ՀՀ վերահսկիչ պալատի նախագահ Իշխան Զաքարյանը. «Ներկայումս, երբ համաշխարհային, տարածաշրջանային և ազգային տնտեսությունների առջև ծառացել են մի շարք բարդ խնդիրներ, այս հանձնաժողովի դերն ավելի է մեծանում:

Վստահ եմ, որ բոլորն են այսօր մտածում՝ թե ի՞նչ քայլեր է անհրաժեշտ ձեռնարկել, որ արդյունավետ վերահսկողության շնորհիվ վաղվա օրն այսօրվանից լավը լինի, որ կյանքը բարելավվի, որ մեր երկրները դառնան տնտեսապես ավելի հզոր, ավելի կայուն: Այդ նպատակով, Բարձրագույն վերահսկիչ մարմինները պետք է բացահայտեն բոլոր ոլորտներում առկա խնդիրները, մատնանշեն դրանց լուծման ուղիները:

Ազգային առանցքային ցուցանիշների աուդիտի համակարգը Բարձրագույն վերահսկիչ մարմիններին թույլ է տալիս իրականացնել ռազմավարական բնույթի աուդիտներ, որոնց միջոցով հնարավոր է պարզել երկրի ռազմավարական ծրագրերի իրագործման աստիճանը:

ՀՀ վերահսկիչ պալատը ձգտելու է մեծացնել Հայաստանում Ազգային առանցքային ցուցանիշների համակարգի դերն ու նշանակությունը»:

Նիստի ընթացքում հանձնաժողովը նախագահող ՌԴ հաշվիչ պալատի աուդիտոր Տատյանա Մանույլովան ամփոփեց 2015-2016թթ. ընթացքում կատարված աշխատանքները և շնորհակալություն հայտնեց հանձնաժողովի անդամներին ներդրված ջանքերի համար:

Ըստ բանախոսների՝ Ազգային առանցքային ցուցանիշների համակարգի հիմնական գաղափարը խնդիրների մասին վաղ փուլում տեղեկանալն է: Հանրային սեփականության և ռեսուրսների կառավարման ընթացքում առաջացած խնդիրներն անհրաժեշտ է փնտրել ռազմավարական մակարդակում պատճառահետևանքային կապերի մեջ: Հետևաբար, Բարձրագույն վերահսկիչ մարմինները պետք է իրավասություն ունենան և կարողանան վերահսկել ռազմավարական ծրագրման և կառավարման գործընթացը: Ելույթ ունեցած մասնագետներն իրենց խոսքում կարևորել են վերահսկիչ մարմինների գործառույթների շրջանակների ընդլայնումը: Ներկայումս ՀՀ հաշվեքննիչ պալատի մասին օրենքի մշակման համատեքստում կարևոր նշանակություն են ստանում նիստում հնչած կարծիքները, որոնք ի հայտ բերեցին ՀՀ ՎՊ և հանձնաժողովի անդամ այլ երկրների Բարձրագույն վերահսկիչ մարմինների իրավասություններում առկա մեծ տարբերությունները:

Նիստից հետո ՀՀ ՎՊ նախագահ Իշխան Զաքարյանը երկկողմ հանդիպումներ է ունեցել ՌԴ-ը, ԱՄՆ-ը, Չինաստանը, Իտալիան և Բրազիլիան ներկայացնող իր գործընկերների հետ, քննարկել կատարված աշխատանքների արդյունքները և նոր ծրագրերի իրականացումը: Հանդիպումների ընթացքում պարոն Զաքարյանը հրավերներ է ստացել իր գործընկերներից՝ երկկողմանի հարցերի քննարկումը շարունակելու նպատակով այցելել վերոհիշյալ երկրներ:

Բարձրագույն վերահսկիչ մարմինների միջազգային կազմակերպության (INTOSAI) ԱզգայինԱռանցքային Ցուցանիշների հանձնաժողովի 10-րդնիստը կկայանա Բրազիլիայում՝ 2017 թվականին:
