Ի՞նչ սահմաններ է «վիճարկում» Ադրբեջանը... Փաստ է, որ Արցախի սահմանների հարցը վաղուց արդեն լուծված է, և այդ հարցը լուծել է Արցախում՝ իր իսկ բնօրրանում ապրող հայ ազգաբնակչությունը: Դժվար է պատկերացնել, թե ինչպես է պատրաստվում «կարգավորել» այդ հարցը Ռուսաստանը, եթե հենց ինքը' Ռուսաստանն է 1921 թվականին ստեղծել մեր տարածաշրջանում այդ խնդիրը: Եվ դա այն դեպքում, երբ այն ժամանակ էլ ամեն ինչ հստակ ու պարզ է եղել. Լեռնային Ղարաբաղը' Արցախը պետք է պատկաներ իր բնօրրանում ապրող և այնտեղ բացարձակ մեծամասնություն կազմող հայերին և բնականաբար կազմեր Հայաստանի անբաժան մասը: Փաստ է նաև այն, որ ներկայումս գոյություն չունի որևէ իրավական հիմք, որը հնարավորություն կտա Ադրբեջանին «վիճարկել» այդ իրողությունը:

Ողջ պատմությունը սա է. 1921-ին Լեռնային Ղարաբաղի կարգավիճակի որոշման հարցը, որքան էլ որ պարադոքսալ է, լուծել են ոչ թե Հայաստանն ու Ադրբեջանը, այլ մեկ այլ' երրորդ կողմ, տվյալ դեպքում' Սովետական Ռուսաստանը, իսկ ավելի ստույգ' Սովետական Ռուսաստանի կուսակցական մարմինը, կատարելով չորրորդ կողմի, տվյալ դեպքում' իր դաշնակից քեմալական Թուրքիայի քաղաքական պատվերը: Իրավական տեսանկյունից ավելի անընդունելի հանգամանքներ դժվար թե կարելի է պատկերացնել, երբ երրորդ երկրի կուսակցական մարմինը, առանց որևէ լիազորությունների, իր կուսակցական նիստում հանկարծ որոշում է մեկ այլ երկրի որևէ տարածքի կարգավիճակը: Կարծում եմ, իր բացառիկ անհեթեթությամբ' դա թերևս նախադեպը չունեցող «իրավական» ակտ է միջազգային իրավունքի պատմության մեջ:

Հիշեցնենք, որ 1921-ի հուլիսի 4-ին Ռուսաստանի կոմունիստական կուսակցության Կովկասյան բյուրոն Թիֆլիսում հրավիրում է լիագումար նիստ, որի ընթացքում հենց սկզբից տրամաբանորեն հաստատվում է եղած իրողությունը' Լեռնային Ղարաբաղը Սովետական Հայաստանի մաս հանդիսանալու փաստը։ Սակայն Մոսկվայի կուսակցական վերադասի թելադրանքով և Իոսիֆ Ստալինի անմիջական միջամտությամբ, ինչպես նաև օգտվելով Հայաստանի ողջ տարածքի քեմալական Թուրքիայի և Սովետական Ռուսաստանի զորամիավորումների կողմից ռազմակալած լինելու փաստից' հուլիսի լույս 5-ի գիշերը նույն այդ Կովկասյան բյուրոն անակնկալ կերպով վերանայում է նախորդ օրվա կայացրած որոշումը: Ընդունվում է Լեռնային Ղարաբաղը Սովետական Ադրբեջանի՝ քեմալական Թուրքիայի թելադրանքով ստեղծված տարածքային այդ նորաթուխ միավորի կազմում ընդգրկելու տրամաբանությունից զուրկ որոշում, և դա այն դեպքում, երբ չէր պահպանվել նույնիսկ Կովկասյան բյուրոյի նիստի ձևական ընթացակարգը։
