ՀՀ արտաքին քաղաքականության, Հայ քաղաքական մտքի բացակայության մասին է խոսում այն փաստը, որ մեր տարածաշրջանում մեր երեք կառավարությունների կողմից որպես չափանիշ ընդունվեց ադրբեջանի զինվածության, տնտեսության, կոռուպցիայի, աղքատության և այլնի մակարդակը։ Այսինքն՝ եթե ադրբեջանը ունենար մեկ տանկ, ապա մեր ղեկավարները կորոշեին, որ մեկ տանկն էլ մեզ հերիք է և այսպիսով, մենք այդ միակ տանկով տարածաշրջանի ամենահզոր պետությունը կլինեինք․․․ Եթե ադրբեջանը բանակ չստեղծեր, ապա մեր երեք կառավարություններն էլ չէին ստեղծի բանակին նմանվող մի բան՝ կամ էլ մի վնասված տանկ կգնեին՝ մի երկու դոլարով, և այդպիսով մենք նորից կլինեինք տարածքի ամենահզոր պետությունը․․․ Ահա նման մարդիկ, որոնց համար քաղաքական գործիչ լինելը նշանակում է բյուջեի հաշվին հարստանալը, այսօր որոշում են մեր ժողովրդի բախտը, որոնք իսկապես չեն գիտակցում, որ տարածաշրջանը նաև թուրքիան է, վրաստանը, Իրանը․․․ Ներկայիս նորագույն զենքերի պայմաններում քանակությունը գրեթե ոչինչ է որոշում։ Եթե քսանհինգ տարի առաջ այն ժամանակվա կառավարությունը գիտակցեր իր վրա դրված պատասխանատվության չափը, ստեղծեր պետական գաղափարախոսություն՝ այն պատգամելով հաջորդ կառավարություններին, ապա այս քսանհինգ տարիներին երկրի բյուջեից օտարված մոտ քսան միլիարդ գումարով իսկապես կարելի էր ստեղծել մի բանակ, որը լիներ տարածաշրջանի ամենահզորն ու մարտունակը և որի առկայության դեպքում միայն կարելի էր խոսել Հայ ժողովրդի անվտանգ ու խաղաղ գոյատևման մասին այս տարածաշրջանում․․․
