Պետության շահերից բխող արտաքին քաղաքականություն կարելի է ունենալ, եթե լինի պրոֆեսիոնալ խորհրդարան։ Այսինքն՝ եթե մեր խորհրդարանում լինեն լուրջ տնտեսագետներ, հոգեբաններ, ֆիզիկոսներ, պատմաբաններ, իրավաբաններ և այլն, որոնք սակայն կաշկանդված չլինեն կուսակցական պարտադիր ու շինծու <<գաղափարախոսությամբ>>։ Կուսակցությունները մեր պետության համար առաջին թշնամին են․․․ Այսօր աշխարհում մնացել են մի քանի բևեռներ՝ ԱՄՆ-ը, Ռուսաստանը, Չինաստանը և մահմեդական աշխարհն ու նրան հովանավորող ու ֆինանսավորող ուժերը․․․ Բուն իմաստով եվրոպան ոչ մի լուրջ դեր չի խաղում, գրեթե լիովին գլոբալիզացվել է, և նրա ղեկավարները ենթակա մարդիկ են․․․ Ծախվածությունը ամեևնին ազգային երևույթ չէ, այն համամարդկային բնույթ է կրում․․․ Ինչևէ։ Այս ամենը ԱՄՆ-ի համաշխարհային քաղաքականություն և գլոբալիզացիայի շրջանակներում է․․․ Եթե ՀՀ կառավարությունն ունենար լուրջ արտաքին քաղաքականություն, ապա կարող էր լրջորեն դաշնակցել ոչ միայն Ռուսաստանի հետ՝ տարածաշրջանային տարբեր կարգի խնդիրներ լուծելու համար, այլև կարող էր համագործակցել ԱՄՆ-ի հետ՝ եվրոպայի հետ կապված որոշ խնդիրներ լուծելու համար․․․ Ռուսաստանը չէր խանդի, ոչ մի քայլ չէր ձեռնարկի, քանի որ մի շարք դեպքերում այս երկու տերությունների շահերը համընկնում են․․․ Նույնիսկ այսօր, երբ թվում է, թե ԱՄՆ-ն ամեն ինչ անում է Ռուսաստանի դեմ, այնուամենայնիվ ԱՄՆ-ն չկարողացավ հրաժարվել Ռուսական շարժիչներից, որոնք անհրաժեշտ են իր հրթիռների համար, թեև մինչ այդ միլիոններ ծախսեց ԱՄն-ում այդ շարժիչներն արտադրելու նպատակով․․․ Ռուսաստանն էլ չի նեղանում, իբր դու սանկցիաներ ես կիրառում, չեմ վաճառի․․․ Միշտ էլ այդպես է եղել՝ բիզնեսն ու քաղաքականությունն անբաժանելի են․․․ Թվում է , ամեն ինչ շատ հեշտ է ու պարզ։ ՈՉ․․․ Ամենաբարդ խնդիրը պրոֆեսիոնալ, կուսակցական կամակատարներից զերծ խորհրդարան ստեղծելն է, իսկ կուսակցական խորհրդարանի գլխավոր պատվիրատուն այդ նույն եվրոպան է։ Կարող է ՀՀ ներկայիս ղեկավարությունը հանուն իր պետության, հանուն իր ծողովրդի դեմ գնալ արդեն զառամյալ իր տերերին․․․ Իսկ երկրին լուրջ մարդիկ են պետք, որոնք հասկանան այս գերտերություններին, այնքան բարձր լինեն, որ նրանց մակարդակը թույլ տա այդ երկրների ղեկավարների հետ որ պես հավասար քնննարկել տարբեր հարցեր․․․ Մի բան, այնուամենայնիվ, չափազանց ցավալի է, այն, որ այս երեք կառավարությունները գրեթե այն բոլոր մարդկանց, որոնք կարող էին նման հարցեր լուծել, պարզապես չեզոքացրել են այս քսանհինգ տարիների ընթացքում․․․
