Բոլորի մասին խոսում ենք, բոլորին հիշում ենք ու փառք ենք տալիս: Փառք զինվորներին, փառք կամավորներին , փառք բոլոր օգնության հասնողներին: Զինվորները կզորացրվեն, կամավորները շուտով կվերադառնան իրենց տները, բայց կա մեկը ով այնտեղ է մնում, ով պատասխանատու է այդ բոլորի համար, ով դիմավորում ու ճանապարհում է բոլորին: Այդ մեկը ԼՂՀ պաշտպանության նախարար-Պաշտպանության բանակի հրամանատար Լևոն Մնացականյանն է: Այս մարդը ամեն օր լինում է այնտեղ , որտեղ շատերը միայն իրավիճակի սրման պահին են գալիս: Մենք մի տեսակ աչքաթող ենք արել Արցախի բանակի հրամանատարին, բայց դա սխալ է: Մենք պետք է սովորենք հարգել նաև կենդանի մնացածներին:

Ծնունդով Արցախցի Լևոն Մնացականյանը ունի փառահեղ անցած մարտական ուղի: 2007 թվականից նա եղել է ԼՂՀ ՊԲ շտաբի պետ-հրամանատարի առաջին տեղակալ: Մնացականյանը, երբ տեղափոխվել է Հայաստան, ԼՂՀ ՊԲ հրամանատար է նշանակվել Մովսես Հակոբյանը, ով այսօր արդեն ՀՀ ԶՈւ գլխավոր շտաբի պետի տեղակալն է: ԼՂՀ-ում եղած տարիներին Լևոն Մնացականյանի խստությանը հասցրել են «հանդիպել» Արցախում ծառայություն իրականացնող սպաներն ու շարքային զինվորները: Լևոն Մնացականյանի խստության, պարտաճանաչության մասին մինչ օրս խոսում են նրա ենթակայությամբ ծառայություն իրականացրած սպաները, ոմանք էլ նեղսրտած, բայց հաստատելով, որ Մնացականյանի հրամանատարությամբ աշխատելը մեծ պատասխանատվություն է պահանջում:
Բացի այս նրան ծառայության ընթացքում տրվել է «Ռիժի Լյով» մականունը: Հուսանք, որ Լևոն Մնացականյանը կպահպանի իր՝ զինվորականին հատուկ, խիստ կերպարը և կնպաստի բանակաշինության զարգացմանը:

Զինվորական ծառայությունը.
1983-1985 թթ. ծառայել է ԽՍՀՄ զինված ուժերում։
1992-1994 թթ. մասնակցել է մարտական գործողություններին։
1992-2005 թթ. զբաղեցրել է տարբեր հրամանատարական պաշտոններ Զինված ուժերում, այդ թվում ՊԲ հրետանային բրիգադի հրամանատար։
2005 թ. նշանակվել է Արցախի ՊԲ հրամանատարի տեղակալ։
2007 թ. նշանակվել է Արցախի ՊԲ շտաբի պետ-հրամանատարի առաջին տեղակալ։
2012 թ. հոկտեմբերի 11-ին ՀՀ Նախագահի հրամանագրով նշանակվել է ՀՀ զինված ուժերի գլխավոր շտաբի պետի տեղակալ։
2015 թ. հունիսի 15-ին ՀՀ Նախագահի հրամանագրով ազատվել է ՀՀ զինված ուժերի գլխավոր շտաբի պետի տեղակալի պաշտոնից։
2015 թ. հունիսի 15-ին ԼՂՀ Նախագահի հրամանագրով նշանակվել է ԼՂՀ պաշտպանության նախարար-Պաշտպանության բանակի հրամանատար։
