Կարեմ Համբարձումյանը ֆեյսբուքյան իր էջում գրում է.

Հայաստանում պաշտոնանկությունները զուտ կոսմետիկ բնույթ են կրում։ Հիմա բացատրեմ ինչու։
Նախ կառավարման հիվանդ համակարգը չես բուժի՝ ոհմակից մեկ-երկու գայլ հեռացնելով։ Այսինք Հայաստանում մի պաշտոնից մեկին հանելը և մյուսով փոխարինելը ոչ թե համակարգում դրական տեղաշարժեր արձանագրելու անկեղծ մղումներով է պայմանավորված, այլ հիմնականում երկու հանգամանքով՝ առաջին ներքին վերադասավորումներով և երկրորդ, ինչը չափազանց հազվադեպ է պատահում մեր իրականության մեջ, հանրային պահանջն առարես բավարարելու, սոցցանցացային հարայհրոցները լռեցնելու համար։ 
Վերցնենք Գագիկ Բեգլարյանին. երևի շատերդ եք հիշում, որ Երևանի նախկին քաղաքապետը, կնոջ քաղաքենիությանը տուրք տալով, գործի դրեց հայ պաշտոնյայների ամենասիրելի՝ բռունցքների գործադրման կոմբինացիան, և այդ պատճառով պաշտոնանկ եղավ։ Սակայն տարիներ հետո, երբ կքերն արդեն վաղուց հանդարտվել էին ու սկանդալը մոռացվել էր, Գագիկ Բեգլարյանը ստացավ իր նոր՝ տրանսպորտի և կապի նախարարի պաշտոնը։ Նույնը եղավ Սուրիկ Խաչատրյանի պարագայում, և շատ քիչ պետություններում նման մութ պատմության մեջ ներքաշված պետական պաշտոնյային պաշտոնանկությունցից մի քանի ամիս անց դարձյալ կբերեն, կդնեն նույն աթոռին՝ շառաչուն ապտակ հասցնելով հասարակությանը։

Հիմա արդեն համակարգում՝ հասարակության աչքերին թոզ փչելու նոր տարբերակ են մշակվել։ Պանամական սկանդալի մեջ ներքաշված ԴԱՀԿ նախկին պետին հանեցին, բայց ինչ երաշխիք կա, արդյոք, որ ԴԱՀԿ-ի նոր պետը իր պաշտոնական դիրքը չի կիրառի աղքատ երկրից միլիոնավոր դոլարներ դուրս բերելու և օֆշորային գոտիներում դրանք պահելու համար։ Որքան էլ ձգտնեք լինել լավատես, նախկինում եղած դեպքերը ցույց են տվել, որ նախորդներին փոխարինելու եկածները շարունակել են ՛՛ավանդույթները՛՛։
Եթե ուշադիր հետևենք այս վերջին օֆշորային սկանդալի մեջ ներքաշված աշխարհի տարբեր երկրների բաձրաստիճան պաշտոնյաների ճակատագրին, ապա կտեսնենք, որ նրանց համապատասխան վերաբերմունքին արժանացան ինչպես հասարակության, այնպես էլ երկրի իրավապահ մարմինների կողմից։ Օրինակ՝ կոռուպցիոն սիկանդալի մեջ ներքաշված Բրազիլիայի նախագահին ոչ միայն խորհրդարանում իմպիչմենտ հայտարարեցին, այլ նաև քրեական գործ հարոըցեցից, և պաշտոնանկությունից զատ այս պանամական սկանդալի մեջ հայտնված բոլոր մյուս արևմտյան գործիչներին սպառնում է նաև ազատազրկում գործած հանցագործությունների համար։ Ահա հենց սա է համակարգային փոփոխությունների օրինակը։
Հայաստանում՝ տարիներ շարունակ նույնիսկ կիսապատերազմական, ապրիլյան դեպքերից հետո արդեն պատերազմական, վիճակում գտնվող երկրում, բանակի սալյարկայի, նյութատեխնիկայի գումարը հանգիստ գրպանը դրած պաշտոնայաները ընդամենը պաշտոնանկ են լինում, իսկ նրանց նկատմամբ քրեական գործ հարուցելու մասին խոսք անգամ չկա։ 
Այսինք զիվորի կյանք արժեցող մութ գործարքների համար Հայաստանում կարող են ընդամենը պաշտոնանկ լինել՝ լավ իմանալով, որ մեր հասարակութկունը կարճ հիշողություն ունի, և որոշ ժամանակ անց իրենք դարձյալ աթոռ կզբաղեցնեն։
