Արցախի Հանրապետության անկախությունը ճանաչելու մասին օրինագիծը խորհրդարան ուղարկելն Արցախի անվտանգությունն ապահովելուն ուղղված քայլ է: 

Նման կարծիք հայտնեց քաղաքագետ Հրանտ Մելիք-Շահնազարյանը՝ անդրադառնալով Հայաստանի կողմից Արցախի Հանրապետության անկախությունը ճանաչելու մասին օրենքի նախագծի վերաբերյալ կառավարությա ն եզրակացության նախագծին հավանություն տալու և սահմանված կարգով Ազգային ժողով ուղարկելու կառավարության որոշմանը: 

«Ես կարծում եմ`  պետք է ելնել այն գաղափարից, որ ուշ, թե շուտ Արցախի անկախությունը ճանաչվելու է և ճանաչվելու է ոչ միայն Հայաստանի կողմից, այլ նաև միջազգային հանրությունն է ճանաչելու: Սա պետք է հստակ գիտակցել: Իհարկե, մեր նպատակը հենց դա է, և ես վստահ եմ, որ խնդիրը կլուծվի:

Բայց ժամկետների հետ կապված ես, իհարկե, խորհուրդ չեմ տա շտապել, որովհետև բոլորդ հասկանում եք, որ այս պահին գերակա խնդիրը անվտանգության ապահովումն է, իս կ այդ օրինագծի եզրակացությանը հավանություն տալն այդ անվտանգությունն ապահովելուն ուղղված մի քայլ է: Դա Ադրբեջանին քաղաքականապես զսպելու գործիք է, որը, կարծում եմ, իր դրական ազդեցությունը կունենա»,- ասաց քաղաքագետը:

Նրա խոսքով՝ Ադրբեջանում հստակ կիմանան՝ այս պահից սկսած, եթե նրանք ևս մեկ նման սադրանքի գնան, ապա Արցախի անկախությունը միանգամից կճանաչվի Հայաստանի կողմից և Ադրբեջանի հետ բանակցությունների բոլոր առիթներն ու թեմաներն այլևս սպառված կլինեն:

«Սա, կարծում եմ, որ այդ նպատակով է արվում: Այդ նախագիծը կարող է խորհրդարանում մնալ այնքան ժամանակ, քանի դեռ Ադրբեջանի կողմից ռազմական նոր ագրեսիայի  սպառնալիքը կա»,- հավելեց Մելիք-Շահնազարյանը:

Քաղաքագետի խոսքով՝ Արցախի Հանրապետության անկախությունը ճանաչելու մասին օրինագիծը խորհրդարան է ուղարկվել Ադրբեջանի հնարավոր ռազմական ագրեսիան զսպելու նպատակով: Նրա գնահատմամբ՝ դա լավ քաղաքական գործիք է Ադրբեջանին զսպելու համար:
