Ես հասկանում եմ, որ շատերի համար սա դժվար է հասկանալ, ինչպես որ կառավարության անդամների մտքով չի անցել, որ զենք վաճառելով ադրբեջանին՝ Ռուսաստանը բացահայտորեն դրդում է ՀՀ ներկա իշխանություններին պատերազմական գործողություններ սկսել հարևանի դեմ և վերացնել բոլոր կրակակետերը մինչև Քուռ գետ․․․ Ընդ որում նա դա անում է գիշատչական մոլեգնությամբ, որը քողարկվում է նուրբ դիվանագիտությամբ, ինչպես եղել է միշտ․․․ Մինչ ապրիլի մեկը ՀՀ իրավիճակը բացարձակապես անմխիթարական էր, այն ներկայանում էր որպես տարեցտարի աճող կործանարար արտագաղթով, սոցիալական ձախողված քաղաքականությամբ, կոռումպացված կառավարությամբ, բանակը բախտի քմահաճուքին թողնված մի երկիր․․․

Գուցե ենթադրվում էր, որ պատերազմը ուշքի կբերի ՀՀ իշխանություններին, նրանք կմոբիլիզացնեն բոլոր ուժերը, արագ կարգի կբերեն տնտեսությունը, բանակը․․․ Բայց այդ ամենը տեղի չունեցավ։ Ապրիլյան պատերազմից ընդամենը մի քանի օր անց մեր երկրում կյանքը նորից մտավ իշխանությունների համար ցանկալի բնականոն հուն։ Կարծես ոչինչ չէր եղել և ոչ մի վտանգավոր բան էլ չէր լինելու․․․ Ըստ երևույթին Ռուսներին ափերից հանում է ՀՀ իշխանությունների տգիտությունը, անտարբերությունը սեփական երկրի և ժողովրդի նկատմամբ, ինչպես նաև կրկնակի խաղերը Եվրոպայի, ԱՄՆ-ի և Ռուսաստանի հետ։ Իհարկե, Ռուսներն ունեն իրենց շահերը, և առաջին հերթին, նրանք ցանկանում են մեկուսացնել և Եվրոպային ցույց տալ իր տեղը, լուծել որոշ հարցեր կապված ադրբեջանի հետ, բայց ՀՀ-ին տրամադրած վարկերի շնորհիվ ԵՎրոպան պարզապես թելադրում է ՀՀ ներկա իշխանությունների գործելակերպը․․․ Տրամաբանությունից դուրս է այն, որ ՀՀ իշխանությունները չեն ուզում զենք գնել Ռուսաստանից․․․

Գուցե եվրոպան, ասենք, Գերմանիայի կանցլերն է արգելել է ՀՀ իշխանություներին փող տալ Ռուսներին՝ տնտեսական սանկցիաների շրջանակում․․․ ՀՀ իշխանությունների սիրողական մակարդակը, երբ երևույթների մասին դատում են դատարկ հայտարարություններից, թույլ չի տալիս համապարփակ վերլուծություններ կատարել, հասկանալ բոլոր պետությունների շահերը և համապատասխան քայլեր ձեռնարկել․․․ Եվ եթե նրանք մինչ այժմ գրեթե ոչինչ են արել, ուրեմն այսքանն է նրանց հնարավորությունը։ Ինքնախաբեություն է ավելին պահանջել կամ սպասել նրանցից․․․
