Ռումինիայում շահագործման են հանձնել ԱՄՆ հակահրթիռային պաշտպանության բազան՝ այն ներառելով ՆԱՏՕ-ի ՀՀՊ ընդհանուր համակարգում:

Ամերիկյան Stratfor վերլուծական ընկերության եւ Geopolitical Futures առցանց-պարբերականի հիմնադիր Ջորջ Ֆրիդմանը ենթադրում է, որ Ռումինիայում ամերիկյան բազայի տեղակայումն ավելի շատ խորհրդանշական, քան Եվրոպայում հակահրթիռային պաշտպանության ապահովման գործնական քայլ է: Այս մասին գրում է ՌԻԱ Նովոստին:

«Համակարգը մշակվել է՝ ընդարձակ տարածքի ուղղված մեկ կամ մի քանի հրթիռ արգելափակելու համար (հրթիռների հստակ թիվը հայտնի չէ): Այն արդյունավետ չի լինի Ռուսաստանի դեմ, եթե Մոսկվան հանկարծ որոշի զանգվածային միջուկային հարված հասցնել Եվրոպային (իսկ դա, հավանաբար, այդպիսին կլինի, եթե Ռուսաստանը գնա դրան), այդ դեպքում համակարգը բացարձակ իմաստ չի ունենա»,- կարծում է քաղաքագետը:

Դժվար է բացատրել այդ բազայի ռազմական նշանակությունը. հասկանալի չէ, թե հրթիռային համեմատաբար փոքր զինանոց ունեցող երկիրը ինչու պետք է միջուկային հարված հասցնի եւ ինչու այդ դեպքում թիրախը պետք է Եվրոպան լինի:

Ֆրիդմանը նշում է, որ ԱՄՆ-ում միջուկային զենքը մշակվել է որպես օդից զանգվածային ռմբակոծություններին այլընտրանք. ռմբակոծիչներն այնքան ոչ հստակ էին, որ մեկ ֆաբրիկա ոչնչացնելու համար հարկավոր էր շուրջ հազար ռումբ նետել: Բացի այդ, միջուկային զենքը զանգվածային ոչնչացման արդյունավետ միջոց է. միայն մեկ հարվածով մեծ թվով մարդկանց ոչնչացնելու հնարավորությունը միջուկային ռումբերը պարզ զենքից իսկական դժոխքի վերածեցին:

«Հիրոսիման հիշում են ամբողջ աշխարհում, իսկ Տոկիոյի ռմբակոծությունները գրեթե ոչ ոք չի հիշում»,- նշում է քաղաքագետը եւ հավելում. «Պատերազմները, բնականաբար, վարում են ուղղաթիռների, հետեւակային զրահամեքենաների, հրաձիգների, տանկերի վրա հրթիռների ուղղելու միջոցով: Դա պատերազմի էությունն է»:

Ռումինիայում, Լեհաստանում կամ Մերձբալթյան երկրներում հակահրռիթային պաշտպանության համակարգերը, հակառակը, այդքան էլ անհրաժեշտ չեն ռազմական գործողությունների համար: Դրանք ուղղված են քիչ հավանական սպառնալիքները զսպելուն եւ ընդամենն այդ երկրները պաշտպանելու՝ Ամերիկայի քաղաքական պարտավորության խորհրդանիշ են:
