Ընդամենը մի քանի ամիս առաջ` հունիսի 20-ին, Ազգային ժողովում քվեարկության դրվեց կառավարության կողմից ներկայացված «Շրջանառության հարկի մասին» Հայաստանի Հանրապետության օրենքում փոփոխություններ և լրացումներ կատարելու մասին» և կից ներկայացված օրենքների նախագծերի փաթեթն առաջին ընթերցմամբ ընդունելու մասին հարցը:Orer.am-ի տրամադրության տակ է նախագծի քննարկման սղագրությունը:
Առաջին ընթերցման ժամանակ ՕԵԿ խմբակցության պատգամավոր Հովհաննես Սահակյանը ողջունեց նախագիծն ու շնորհակալություն հայտնեց գործընկերներին:
ՀՅԴ պատգամավոր Արծվիկ Մինասյանն էլ վարման կարգի վերաբերյալ ասել է, որ ըստ իրենց` օրենքում դրական քայլ կա, սակայն այն բազմաթիվ ռիսկեր է պարունակում՝ պայմանավորված կառավարության հետագա գործունեությամբ: Իսկ այսօր օրենքը ետ կանչելու համար արտահերթ նիստի պատրաստվող ԲՀԿ խմբակցության քարտուղար Նաիրա Զոհրաբյանը վարման կարգի վերաբվերյալ իր խոսքում նշել է, որ նման բովանդակությամբ նախագիծ ԲՀԿ-ն մի քանի անգամ առաջարկել է, սակայն նախորդ կառավարությունը մերժել է: Զոհրաբյանն այն ժամանակ իր խոսքում նշեց, որ որոշակիորեն դրական քայլ արված է, և ԲՀԿ-ն առաջին ընթերցմամբ կողմ կքվեարկի նախագծին: Հիմա նույն ԲՀԿ-ն դեմ է «Շրջանառության հարկի մասին», իսկ ինչպես նշվում է, նախկինում մի քանի անգամ նույնիսկ առաջարկել է նման օրենսդրական նախագիծ: Սրանից կարելի է հետևություն անել, որ ԲՀԿ-ն դեմ է, որովհետև այս պահին Ազգային ժողովի դիմաց հասարակության մի զանգված բողոքում է, իսկ ինչո ՞ւ կոճակ սեղմելու կամ նմանատիպ նախագիծ ներկայացնելու ժամանակ այդ ժողովրդի շահը չէր հետաքրքրում, նույնիսկ վրդովված էին, որ նախորդ կառավարությունը իրենց նույնանման նախագծերը մերժել է: Նախագիծն առաջին ընթերցմամբ ընդունվեց 95 կողմ, 9 դեմ և 2 ձեռնպահ ձայներով:
Այսօր Ազգային ժողովում խորհրդարանական ոչ իշխանական «քառյակը» «Ժառանգությունը», ՀՅԴ-ն, ԲՀԿ-ն և ՀԱԿ-ը ստորագրահավաք են կազմակերպելու՝ «Շրջանառության հարկի մասին» նոր օրենքը հետ կանչելու և դրանում առաջարկվող փոփոխությունները արտահերթ քննարկման դնելու համար, իսկ դրա համար «քառյակին» անհրաժեշտ է ունենալ 44 ստորագրություն: Նույն` օրենքի նախագիծը քվեարկության դրվելու օրը հինգ խմբակցության 43 պատգամավոր չի քվեարկել, մյուսները բացակաjել են նիստերի դահլիճից: Կարող էր կամքի հստակ արտահայտություն լինել հենց քվեարկության օրը, և ցուցատախտակին 0 դեմ-ի փոխարեն այլ թիվ գրանցել ու չսպասել հասարակության արձագանքին` այդ ժամանակ միայն նրա կողքին կանգնելու համար:
