Ռուսաստանի նախագահ Վլադիմիր Պուտինը Հաղթանակի օրվա առիթով չի շնորհավորել ուկրաինական եւ վրացական առաջնորդներին` Պյոտր Պորոշենկոյին եւ Գեորգի Մարգվելաշվիլիին նրանց հետ երկխոսության անհրաժեշտ մակարդակի բացակայության պատճառով, սակայն դա չի վերաբերում այդ երկրների ժողովուրդներին: Այդ մասին մայիսի   10-ին հայտնել է Կրեմլի պաշտոնական ներկայացուցիչ Դմիտրի Պեսկովը:   

Մայիսի 8-ին Պուտինը Երկրորդ համաշխարհային պատերազմում հաղթանակի 71-րդ տարեդարձի առիթով շնորհավորանքներ է հղել մի քանի պետության ղեկավարների: Կրեմլի կայքը հայտնում է, որ շնորհավորանքներ են ուղարկվել Ադրբեջանի, Հայաստանի, Բելառուսի, Ղազախստանի, Ղրղզստանի, Մոլդովայի, Տաջիկստանի, Թուրքմենստանի, Ուզբեկստանի, Աբխազիայի, Հարավային Օսեթիայի ղեկավարներին, ինչպես նաեւ Վրաստանի եւ Ուկրաինայի ժողովուրդներին: 

Նման ձեւակերպումը հետաքրքրել է լրագրողներին: Պեսկովը հաստատել է, որ Ռուսաստանի նախագահը Հաղթանակի 71-րդ տարեդարձի առիթով շնորհավորել է հենց Ուկրաինայի եւ Վրաստանի ժողովուրդներին, ոչ թե այդ երկրների առաջնորդներին: 

Պետության ղեկավարի մամուլի քարտուղարը լրագրողներին հիշեցրել է, որ ռուսաստանյան եւ ուկրաինական ղեկավարության միջեւ բացակայում է անհրաժեշտ մակարդակում երկխոսությունը, իսկ Մոսկվայի եւ Թբիլիսիի միջեւ երկխոսություն ընդհանրապես չկա: Պեսկովի խոսքով, Պուտինը բազմիցս ասել է, որ միջպետական հարաբերություններում ճգնաժամը ոչ մի կերպ չի ազդում Վրաստանի եւ Ուկրաինայի ժողովուրդների հանդեպ բարեկամական զգացմունքների վրա: «Այդ պատճառով նախագահի շնորհավորանքն ուղղված էր ժողովրդին», — հավելել է Կրեմլի պաշտոնական ներկայացուցիչը, հայտնում է «ՌԻԱ Նովոստին»: 

ՌԴ նախագահի մամուլի քարտուղարը նաեւ բացատրել է, թե ինչու Հաղթանակի զորահանդեսին ելույթ ունենալով` Պուտինը չի նշել դաշնակիցների դերը Երկրորդ համաշխարհային պատերազմում:  Համապատասխան հիշատակումը Ռուսաստանի  առաջնորդի խոսքում բացակայել է, որովհետեւ այս տարի, ի տարբերություն նախորդ տարվա, ելույթում այլ շեշտադրումներ են արվել:
