«Ժամանակ» թերթը գրում է. «ԱԺ ՀՀԿ խմբակցության ղեկավար Վահրամ Բաղդասարյանը «Մեդիալաբի» հետ խոսելով հանրային պահանջի մասին, որ պաշտոնյաները վաճառեն իրենց դղյակները եւ փողերը ուղղեն պետության անվտանգության կարիքներին, հայտարարում է՝ ի՞նչ է, ինչ-որ մարդիկ ուզում են «կուլակաթափություն» անել ու դատարկե՞լ Հայաստանը:

ՀՀԿ խորհրդարանական խմբակցության ղեկավարը երեւի կարծում է, որ Հայաստանը դատարկելու «մենաշնորհն» էլ պետք է պատկանի ՀՀԿ-ին, եւ միայն ՀՀԿ-ն իրավունք ունի դատարկել Հայաստանը: Իսկ որ ՀՀԿ-ն լիովին իրացնում է այդ իրավունքը, ընդ որում՝ առաջանցիկ տեմպով, վկայում են Հայաստանի արտագաղթի ցուցանիշները: Եվ որպեսզի ինչ-որ մարդիկ «կուլակաթափ» չլինեն, ՀՀԿ-ն «կուլակաթափ» կամ պարզապես «ժողովրդաթափ» է անում ամբողջ Հայաստանը:

Վերջին տարիներին Հայաստանից հեռացել է մի քանի հարյուր հազար մարդ: Անգամ պաշտոնական վիճակագրությամբ Հայաստանի մշտական բնակչության թիվը նվազել է 3 միլիոնի հոգեբանական շեմից: Մարդիկ հեռանում են սոցիալական անարդարության, անհավասարության, իրավական անհավասարության, արտոնյալների խավի կամայականությունների եւ անպատժելիության, իշխանության անտարբերության պատճառով: Մարդիկ հեռանում են, որովհետեւ Հայաստանում չեն գտնում ինքնիրացման ճանապարհներ, քանի որ բոլոր ճանապարհները փակել են կոռուպցիան, մենաշնորհները, որոնց հավաքական եւ խտացված դրսեւորումն էլ հենց կոչվում է ՀՀԿ:

Բայց պարզվում է, որ այդ կուսակցության համար «կուլակաթափությունն» է, որ Հայաստանը դատարկելու սպառնալիք է: Եթե Հայաստանից պետք է հեռանան մարդիկ, որոնք Հայաստանում բացի հանրային եւ պետական ռեսուրսների հաշվին հարստանալուց եւ պետական շահերն ու անվտանգությունը անձնական նպատակների մանրադրամ դարձնելուց՝ չունեն կյանքի այլ նպատակ եւ գործ, ապա այդ հեռացումը պետք է կազմակերպել օր առաջ, ժամ առաջ՝ հանուն Հայաստանի անվտանգության:

Բայց, ինչ խոսք, հասարակությունը խնդիրը չի դնում այդպիսի ծայրահեղ կատեգորիաներով: Ավելին՝ խնդիրը ծայրահեղացնելու հարցում շահագրգռվածություն ցուցաբերում է հենց իշխանությունը՝ այդ իսկ ծայրահեղությամբ պաշտպանվելու համար:

«Կուլակաթափություն» հասկացությունը շրջանառության մեջ դրեց հենց իշխանությունը, ոչ թե հասարակությունը: Հասարակությունը խոսում է ընդամենը օրենքի, իրավունքի, կոռուպցիայի դեմ պայքարի, սոցիալական արդարության քաղաքականության իրականացման մասին: Հասարակությունն ընդամենը խոսում է այն մասին, ինչն ամրագրված է Հայաստանի Սահմանադրությամբ՝ թե՛ հին, թե՛ նոր: Եթե իշխանության համար այդ ամենը «կուլակաթափություն» է, ապա նշանակում է, որ կուլակաթափությունը Հայաստանում սահմանադրորեն հաստատված կարգ է, նորմ, որի նախաձեռնողը, ընդ որում, հենց իշխանությունն է. չէ՞ որ իշխանությունն էր հանրությանը փորձում համոզել սահմանադրական «Այո»-ի հարցում: Հասարակությունն ընդամենը պահանջում է, որ իշխանությունն անի այն, ինչ պարտավորված է անել համաձայն նույն այդ Սահմանադրության եւ օրենքների:

Դրա անունը դնելով «կուլակաթափություն»՝ ՀՀԿ ընկերախումբը ընդամենը փորձում է ծայրահեղական ֆոնի շնորհիվ լղոզել սահմանադրական կարգը՝ այդ կարգի խախտման գնով պետության եւ հանրության հարստահարումը ապահով շարունակելու համար»:
