«Գյումրիի ընտրությունների հետ կապված՝ իշխանությունը խորամանկ հնարք է մտածել։ Քանի որ Հանրապետականն ուժեղ և անցողիկ թեկնածու չունի, ուստի մտադիր է խաղալ «ով անցնի, իմ թեկնածուն է» խաղը։ Ուստի ՀՀԿ-ն հանդես կգա իր ցուցակով և «քաղաքապետացուով»՝ մարզպետարանի կրթության վարչության պետ Սահակ Մինասյանով, սակայն պարզ է, որ նա անցողիկ թեկնածու չէ և չի կարող քաղաքապետ դառնալ։ «Անցողիկ թեկնածու» է համարվում Սամվել Բալասանյանը, շանսեր ունի նաև Մարտուն Գրիգորյանը։ Ընտրություններին կմասնակցեն նաև ՀՅԴ-ն, ՕԵԿ-ը։ Ընտրապայքարի ժամանակ բոլորը, հատկապես Սամվել Բալասանյանը, կօգտագործեն իրենց ռեսուրսը՝ գողականներ, վարչական ապարատ, կոմպրոմատներ, «Գյումրեցու ոգի» կուսակցություն և այլն։

Եվ հավանական է, որ ավագանու կազմում բոլորը համապատասխան քանակի տեղեր ունենան։ Ապա մի քանի կուսակցություն կոալիցիա կստեղծեն, և Բալասանյանը կկարգվի քաղաքապետ՝ ՀՀԿ-ին անվերապահորեն ենթարկվելու պայմանով։ Այս սխեմայում առայժմ չի տեղավորվում Վարդան Ղուկասյանը՝ իր ունեցած որոշակի ռեսուրսով։ Ամենայն հավանականությամբ, նրան կհրահանգեն աջակցել Մինասյանի թիմին՝ հենց այնպես, առանց վարձատրման ակնկալիքի։ Իսկ Գյումրիում ընդդիմությունն անելիք ունի, թե ոչ, առայժմ բացարձակապես պարզ չէ»,–գրում է թերթը։
