Գնումների աջակցման կենտրոնի կասկածելի «աջակցությունը»

ՀՀ վարչապետի՝ մայիսի 12-ի հայտարարությամբ հնչեցված հարցը «Արդյո՞ք մենք զարգանում ենք, արդյո՞ք պայքարում ենք կոռուպցիայի դեմ ... Պատասխանը` այո´: Բայց արդյո՞ք այդ ամենը բավարար է, որպեսզի մենք դիմակայենք նորանոր մարտահրավերների: Կարծում եմ՝ բոլորի կարծիքը կարտահայտեմ, եթե ասեմ` ոչ», պետք է որ հռետորական չլինի, բայց հասարակությունը դեռ սպասում է հստակ քայլերի:

Ամենայն հավանականությամբ, վարչապետի խոսքը լսել է նաև Գնումների աջակցման կենտրոնի տնօրեն Մհեր Անանյանն ու նրա նման շատ ու շատ պաշտոնյաներ, բայց մեր ձեռքի տակ եղած փաստերն առայժմ խոսում են այն մասին, որ «շատերը» վարչապետի այդ ելույթից հետո դեռևս հետևություններ չեն արել:

Այն, որ գնումների գործընթացում ամեն ինչ չէ, որ փայլուն է, շատերին է հայտնի և լրատվության մեր աղբյուրներից մեկի հավաստմամբ, այդ մասին արդեն տեղյակ ՝ ՀՀ վարչապետ Հ. Աբրահամյանը:

Orer.am-ին հայտնի է դարձել, որ Գնումների աջակցման կենտրոնի թեթև ձեռքով նախարարություններից մեկի կարիքների համար շինարարական աշխատանքների գնման՝ հայտարարված սահմանափակ ընթացակարգով «Առվա Երկիր» ՍՊ Ընկերության կողմից առաջարկած գնով՝ 560,4 մլն ՀՀ դրամ, կտնտեսվեր շուրջ 39,5 մլն ՀՀ դրամ: Այնինչ հանձնաժողովը որոշում է կայացրել հաղթող ճանաչել 2-րդ տեղը զբաղեցրած մասնակցին, որը ներկայացրել էր 582, 7 մլն ՀՀ դրամ գնի առաջարկ: Նշյալ ՍՊԸ-ի և երկրորդ տեղը զբաղեցրած մասնակցի առաջարկած գնային տարբերությունը կազմում է շուրջ 22, 3 մլն ՀՀ դրամ: Ստացվում է, որ պետբյուջեից 22, 3 մլն ՀՀ դրամի չափով ավելի շատ պետք է ծախսվի նույն գործը կատարելու համար, որը կարծես այնքան էլ չի անհանգստացնում Գնումների աջակցման կենտրոնի ղեկավարությանը:

ՀՀ ֆինանսների նախարարի 25.04.2016 թ. Թիվ 50 Ա հրամանով սահմանված վճարման պահանջագրի օրինակելի ձևի և «Վճարման պահանջագրի պարտադիր վավերապայմանների և լրացման կարգի» երկիմաստության պատճառով նշված ՍՊԸ-ի վճարման պահանջագրում թույլ է տրվել «վրիպակ», որը հանձնաժողովը որակել է որպես անհամապատասխանություն: Վճարման պահանջագիր կոչվածն առաջին հայացքից ոչ այնքան պիտանի «փաստաթուղթ» է, բայց, փաստորեն, հենց դա էլ կարող է դառնալ «ոսկեբեր երակ», ավելին, լրացման կարգում նշված չէ լրացման կարգը, իսկ օրենքի պահանջով՝ երկիմաստության դեպքում խնդիրը լուծվում է հօգուտ քաղաքացու: Բայց …
ՀՀ ֆինանսների նախարարի 05.05.2016 թ. Թիվ 54- Ա հրամանով «Վճարման պահանջագրի պարտադիր վավերապայմանների և լրացման կարգի» մեջ կատարվել են փոփոխություններ, և հստակեցվել են, թե որ դաշտում և ում կողմից կոնկրետ ինչ պետք է լրացվի, ինչը բացառում է հետագա երկիմաստությունները: Նախարարի մայիսյան հրամանը, հավանաբար, ձեռնտու չի եղել Գնումների աջակցման կենտրոնի տնօրենին, որի պատճառով էլ նշված ՍՊԸ-ն դուրս է մնացել գնումների գործընթացից:

«Առվա Երկիր» ՍՊԸ-ն օրենքով սահմանված կարգով բողոքարկել է որոշումը: Ինչպես ծանուցվել էր ընկերությանը, տվյալ բողոքը քննող հանձնաժողովի նիստը պետք է տեղի ունենար Գնումների աջակցման կենտրոնում մայիսի 11-ին՝ ժամը 15.00-ին: Սակայն ՊՈԱԿ-ի տնօրեն Մհեր Անանյանի պահանջով խորհրդի բոլոր անդամները հրավիրվել են «շեֆի» աշխատասենյակ և մոտ 1 ժամ 50 րոպե նա իր մեթոդներով խորհրդի անդամներին ստիպել է բողոքը մերժելու որոշում կայացնել:

Մեկնաբանությունները թողնենք պատկան ատյաններին, բայց ուզում ենք հավատալ նաև վարչապետի ՝ «Համարում եմ, որ մենք պետք է շատ արագ կոշտ մեխանիզմներ ներդնենք, որոնք կբացառեն հանրային պաշտոն զբաղեցնող անձանց և նրանց հետ փոխկապակցված ազգականների մասնակցությունը պետական գնումներին և պետական միջոցներով իրականացվող ծրագրերին» խոստմանը:

Իհարկե, հույս ունենք նաև, որ վարչապետի խոստումը իրականություն կդառնա ոչ միայն «ազգականների» մասով, այլև բյուջեի գումարները խնայողաբար օգտագործելու, քանի որ այս և շատ այլ ՊՈԱԿ-ների ղեկավարների ամենամեծ «ազգականը», ամենայն հավանականությամբ, վեցանիշ թվերով հաշվվող փողերն են և պետբյուջեն «կթու կով» համարելով քամում են եղածն ու դեռ մի բան էլ զարմանում, որ բյուջեն դատարկ է …
