Բագրատաշենի մաքսակետում տիրող իրավիճակի մասին մամուլի հրապարակումները սնկի նման աճում են, բայց ՊԵԿ-ը շարունակում է դրանք չնկատելու տալ: Հայտնի գործելաոճ է, երբ այս կամ այն կառույցում փոփոխություններ են տեղի ունենում, կառույցի ցածր օղակները սկսում են ոտքի կանգնել ու «պղտոր ջրում ձուկ որսալ»:

Պատկերը, իհարկե, ավելի է սրվում, երբ քաղաքացի-մաքսային, իրավաբանական անձ-մաքսային հարաբերությունները կարգավորվում են ոչ թե գործող օրենքների շրջանակում, այլ տվյալ ոլորտի պատասխանատուի կամ այսպես ասած՝ վերևից իջեցված «հրահանգներով»: Ու երբ այդ պատվերը լավ չեն ընկալում կամ «նորմալ» տեղ չի հասնում, ամեն մեկն իր ձևով փորձում է ցույց տալ, թե ինչքան «լավ» է աշխատում:

Այդ «լավ» աշխատելու հետևանքով, ինչպես միշտ, տուժում են «հայի բախտ» ունեցող այն քաղաքացիները կամ տնտեսվարողները, ովքեր այդ ընթացքում ստիպված են լինում առնչվել մաքսակետում աշխատող և տվյալ պահին խաժամուժային բարքեր «հաստատած» պետական պաշտոնյաների հետ: Ինֆարկտի հասնող սթրեսի մեջ ընկելուց խուսափելու համար մարդկանցից շատերն այլընտրանքային ձևեր են փնտրում մաքսակետում հավաքված այդ «ոհմակից» նվազագույն կորուստով ազատվելու համար: Ավելի ամուր նյարդեր ունեցողներն էլ ստիպված են լինում օրենքի ուժով արդյունքի հասնել, բայց այդ դեպքում էլ մաքսավորներն անցակետում օրերով մնացած քաղաքացիներին որպես «բոնուս» ստիպում են տույժ ու տուգանք վճարել:

Հարցն այնքան է սրվել, որ նույնիսկ Վրաստանից Հայաստան եկողներին չի թույլատրվում մի քանի կիլոգրամ միրգ, բանջարեղեն կամ այլ ապրանք բերել: Էլ չենք ասում այն մարդկանց մասին, ովքեր իրենց օրվա ապրուստը հայթայթում են Վրաստանից միրգ-բանջարեղեն և այլ ապրանքներ ներկրելով և Հայաստանում վաճառելով:

Բագրատաշենի մաքսային անցակետում նույն մեքենայով ուղևորվողները մաքսայինի տարբեր աշխատակիցների կողմից երեք-չորս անգամ զննում անցնելուց հետո ստիպված են լինում մաքսանենգության դեմ պայքարի աշխատակիցների հարցուփորձերին էլ դիմանալ: Այս գործելաոճից բողոքողներին տեղեկացվում է, որ իրենք կատարում են նոր ղեկավարի հրամանը:

Կաբինետներից հրամաններ արձակելուց առաջ լավ կլինի, որ ՊԵԿ-ի նորանշանակ ղեկավարը սեփական կաշվի վրա զգա իր հրամանի հետևանքով ստեղծված իրավիճակի դառը պտուղները, քանի որ ստուգողի վրա ստուգող կարգելով և մարդկանց անհարկի քաշքշուկի մեջ գցելով ոչ թե եղած խնդիրներն են լուծվում, այլ դրանք գնալով ավելի են խորանում և դրանից բխող բազում ծանր հետևանքներ առաջացնում:

Ի դեպ, տարբեր դասընթացներ կազմակերպելուց բացի, լավ կլիներ, որ ՊԵԿ-ը սեփական համակարգում աշխատող մաքսավորների դասընթաց էլ կազմակերպի և դրանից հետո նրանց ուղարկի Բագրատաշենի անցակետում աշխատելու, որպեսզի Հայաստան մուտք գործող և Հայաստանից մեկնող քաղաքացիներն էլ տեսնեին, որ մենք էլ կարող ենք կիրթ և բանիմաց մաքսավորներ ունենալ:

Թե չէ տարիներ շարունակ առաջ գնալու փոխարեն միայն հետ ենք գնում ու աչքը սարքելու փոխարեն հոնքն էլ հետը հանում ու դեռ մտածում, թե համակարգ ենք զարգացնում:
