Այն, որ մեր հայրենական ընդդիմության մոտ ակնհայտ անոմալիաներ կան, այդ մասին առիթ ունեցել եմ ասելու: Բայց տարօրինակությունները նկատվում են ոչ միայն քաղաքական գործիչների, այլ նաև հասարակության մի հատվածի մոտ, ովքեր ինչ-ինչ ազդեցությունների, հավանաբար նաև համապատասխան լրատվության ազդեցության տակ ընկած՝ որդեգրել են մի սկզբունք, ըստ որի պետք է բողոքել, բողոքել միշտ և ամեն ինչի դեմ, բողոքել նույնիսկ այն դեպքում, երբ չգիտեն՝ իրականում ինչի դեմ են բողոքում և արդյո՞ք բողոքելու առարկան արժանի է դժգոհության: Օրինակ, շրջանառության հարկը 3,5 տոկոսից նվազեցրին մինչև 1 տոկոս: Լավ է, չէ՞: Իհարկե, լավ է, ախր պարզագույն տրամաբանությունը հուշում է, որ երբ հարկը բարձրացնում են՝ դա վատ է, իսկ երբ իջեցնում են՝ դա լավ է: Սա այն աստիճանի պարզ միտք է, որ այն ընդունակ են ընկալելու ոչ միայն նույնիսկ 8-ամյա դպրոց չավարտած և ոչ բարձր ինտելեկտի տեր քաղաքացիները, այլ նույնիսկ մեր ԱԺ պատգամավորները և օլիգարխ-պատգամավորները: Դե պատկերացրեք, թե ինչ աստիճանի պարզ է և հասկանալի: Եվ մեր պատգամավորներն էլ ընդունել էին, հասկացել, մեծամասնությունն էլ՝ կողմն քվեարկել, իսկ հետո՝ կողմ քվեարկածներից շատերը միանգամից դեմ դարձան ու միացան բողոքավոր առևտրականներին: Լսել են, որ բողոքելը մոդա է, լավ է, ռեյտինգաբեր է, ֆեյսբուքում լայքեր բերող է, բայց թե ինչի համար՝ եթե մի քիչ խորը մտածեն, իրենք էլ չեն հասկանա:
Բանը նրանում է, որ եթե մի քիչ խորը մտածեն, իրենց բողոքի իմաստը չեն հասկանա նաև առևտրականները: Նրանք բողոքում են մի բանից, ինչը դեռ չեն փորձել, դեռ չի եղել այդ փոփոխված օրենքը կիրառության մեջ, որպեսզի մարդիկ հասկանան՝ իսկապե՞ս դա դեմ է՝ իրենց շահերին, թե՞ միգուցե շահեկան է: Վերջիվերջոմ հարկը իջել է, ոչ թե բարձրացել, մանր բիզնեսով զբաղվողների բեռը թեթևացել է, խոշորներինը՝ ավելացել, ի՞նչն է դրա մեջ վատը: Միգուցե պահանջվող փաստաթղթավորու՞մը: Բայց չէ՞ որ փաստաթղթավորումն էլ ապահովում է ամբողջությամբ օրինական աշխատելը, թե՞ մեր մանր առևտրականներն այնքան հետ են սովորել օրինական աշխատելուց, որ հիմա ի վիճակի չե՞ն հարմարվել:
Եթե հարցը, իրոք, խոշորների կողմից մանրներին փաստաթղդթեր չտալու մեջ է, ապա խնդիրը կարելի էր դնել այդ կերպ և նշելով կոնկրետ դեպքեր՝ պահանջել արդարության վերականգնում: Հա, ի դեպ, արդարության մասին խոսեցի՝ հիշեցի. նույն այդ մանր առևտրականները, ովքեր ունեն ոչ խոշոր առևտրի կետեր, արդարության համար պայքարելուց զատ չեն մոռանում նաև, որ տարվա տարբեր շրջաններում, օրինակ՝ Նոր Տարվա նախօրեին, իրենց մանր խանութներում պետք է կտրուկ բարձրացնեն ապրանքների գները՝ ձևավորելով այնպիսի գնաճ, որին կնախանձեն նույնիսկ խոշոր սուպերմարկետները: Արդար է, չէ՞: Հետաքրքիր է, իսկ նման դեպքերում նրանց դեմ ո՞վ պետք է պայքարի, ո՞վ պետք է բողոքի:
