Մրցակցային պայմանների ապահովումն այսօր մեր երկրի տնտեսության զարգացման կարևորագույն նախապայմաններից մեկն է: Արդյունավետ և բարենպաստ բիզնես միջավայրի ստեղծման առումով ևս առաջնային է տնտեսվարող սուբյեկտների համար հավասար մեկնարկային պայմանների ապահովումը: Սա նոր մոտեցում չի տնտեսագիտությունում ու ավելի քան մեկ դար է աշխարհում բավական արդիական են մրցակցության ապահովման և մենաշնորհների դեմ պայքարի խնդիրները: Անդրադառնալով Կառավարության նախաձեռնած հակակոռուպցիոն ու հակամենաշնորհային քաղաքականությանը, Orer.am-ի հետ զրույցում ասաց տնտեսագետ Կառլեն Խաչատրյանը:

Նրա խոսքերով, Հայաստանում ևս մենաշնորհների խնդիրը բավական սուր է արտահայտված: Մենք տևական ժամանակ է խոսում ենք հատկապես ներմուծման ոլորտում առկա մենաշնորհների մասին, երբ այս կամ այն ապրանքը մեծամասամբ ներմուծում է մեկ կազմակերպություն:

«Ճիշտ է, այլ կազմակերպությունների կողմից այդ ապրանքների ներմուծման որևէ հստակ արգելք չկա, բայց և այնպես հասարակության լայն զանգվածների շրջանում կա համոզմունք, որ տվյալ ոլորտները մենաշնորհային են: Արդյունքում ունենում ենք մի իրավիճակ, երբ կազմակերպությունը, լինելով տվյալ ապրանքի միակ կամ հիմնական ներմուծողը, օգտվում է իրավիճակից և առավել մեծ շահույթ ստանալու ձգտմամբ սահմանում է բարձր գին:

Այս ամենը հաշվի առնելով՝ բարձր եմ գնահատում քաղաքական կամքը, որ դրսևորվում է ներմուծման ոլորտում ազատ մրցակցային հարաբերություններ հաստատելու համար: Հատկապես կարևոր է, որ Կառավարությունը որոշել է առավել մեծ ուշադրություն դարձնել կենսական նշանակություն ունեցող՝ այսպես կոչված առաջին անհրաժեշտության ապրանքների ներմուծման գործընթացում բոլոր շահագրգիռ կազմակերպությունների մասնակցությունը խթանելուն: Տվյալ ապրանքախմբի ներմուծման գործընթացի թափանցիկությունը միարժեքորեն կհանգեցնի դրանց գների նվազման, ինչն էական է մի կողմից սոցիալական խնդիրների լուծման, մյուս կողմից էլ տնտեսության աշխուժացման տեսակետից»,- ասաց բանախոսը:

Վարչապետի հանձնարարականը մշակել ուղեցույցներ և դրանք հնարավորինս հասանելի դարձնել տնտեսվարողներին, հիմնականում համացանցի միջոցով, ըստ տնտեսագետի, որոշ խնդիրների լուծում կտա:

«Ներմուծմամբ զբաղվելու ցանկություն ունեցող կազմակերպությունը հստակ կիմանա գործընթացների քանակը, դրանցից յուրաքանչյուրի ընթացքում անհրաժեշտ փաստաթղթերի ցանկը, վճարումների մեծությունները և այլն: Այս ամենը էապես կնվազեցնի համակարգի կոռուպցիոն ռիսկերը, ներմուծմամբ զբաղվելն առավել գրավիչ կդարձնի տնտեսվարողների համար և այլն:

Ընտրված ճանապարհը ճիշտ է, հապաղելու ժամանակ չկա, պետք է հստակ, սեղմ ժամկետներում իրականացնել այս քայլերը: Կանխատեսւմներ անել չեմ ուզում, բայց վստահ եմ, որ եթե նախանշված միջոցառումները հետևողականորեն հասցվեն իրենց տրամաբանական ավարտին, ապա արդյունքները կլինեն շոշոփելի: Կարճ ժամանակահատվածում բոլորս կտեսնենք դրանց դրական ազդեցությունը տնտեսության վրա»,- հավելեց Կառլեն Խաչատրյանը:
