ԻՆչպես հայտնում է ORER.am-ը, այսօր ԱԺ-ում 2015թ. պետական բյուջեի կատարողականի քննարկմանը Կենտրոնական բանկի նախագահ Արթուր Ջավադյանին հարցեր ուղղեց ՀԱԿ խմբակցության քարտուղար Արամ Մանուկյանը:

Խոսելով ԱՎԾ-ի պաշտոնական թվերից՝ պատգամավորն իր անհանգստությունը հայտնելով ասաց, որ անցած տարի ներդրումային հոսքերը կազմել են 60 միլիարդ դրամ, իսկ այս տարվա առաջին եռամսյակում ներդրումները կազմել են 1.7 միլիարդ դրամ:

«Ստացվում է, որ ներդրումները շուրջ 35 անգամ նվազել են, այսինքն՝ ներդրումներն աննախադեպ աճով գնում են դեպի նվազում: Հաջորդն աշխատողների վարձատրության մասով տողում գրված է, որ 2013թ. աշխատողների վարձատրությունը կազմել է 1 միլիարդ 51 միլիոն դոլար, 2014 թվականին իջել է 975 միլիոն դոլար, իսկ 2015 թվականին աշխատավարձի ողջ չափը կազմել է 661 միլիոն դոլար: Ստացվում է` 2 տարվա ընթացում ՀՀ աշխատավարձի ընդհանուր չափը երկու անգամ նվազել է»,- նկատեց պատգամավորը՝ հավելելով, որ իր համար տարօրինակ թիվ էր նաեւ Հայաստանից ապօրինի արտահանումների թիվը, որը հաշվետու տարում կազմում է 1.8 մլրդ դոլար:

Ինչպես նշեց ընդդիմադիր պատգամավորը, 7 տարի առաջ այս ցուցանիշը զգալի քիչ էր, դա կազմում էր մոտ 800 միլիոն դոլար. «Ես սա համարում եմ հարկերի կորուստ, թեպետ ինչ ուզում եք գնահատեք, միեւնույն է, այս թիվը Հայաստանի համար խիստ վտանգավոր է»:

Հարցին ի պատասխան՝ ԿԲ նախագահը, կասկածի տակ դնելով թվերի ճշմարտացիությունը, ասաց. «Այդ վերջին թիվը վերջերս մի կասկածելի կազմակերպության կողմից հրապարակված թիվ էր: Այդ կազմակերպությունը վերջերս էլի կասկածելի թվեր էր հրապարակել, սակայն մի բաժակ սուրճի օրինակով բացատրել էր, թե ինչ նկատի ունի:

Նա չէր հասկացել, որ եթե մի բաժակ սուրճը գնահատվում է 100 ԱՄՆ դոլար, ապա ավելացված արժեքի հարկը պետք է հարկվի 20 դոլար եւ այլ տուրքերով պետք է լինի 10 տոկոս հարկ եւ այլն:

Սրանք ընդհանրապես իրականության հետ որեւէ կապ չունեցող ուսումնասիրություններ են, քանի որ վերցնում են մի քանի թիվ, մի քանի գործոն, մի քանի երկրի օրինակ, դրա համար խնդրում եմ, որ նման բաների ուշադրություն չդարձնեք:
