«Ժամանակ» թերթը գրում է. ««Դուք ուզում եք մարդկանց կրճատենք, որ անաշխատա՞նք մնան», երեկ հայտարարել է արտակարգ իրավիճակների նախարար Արմեն Երիցյանը, երբ նրան լրագրողները հարցրել են, թե ինչպես է ընթանում արդյունավետ կառավարման վերաբերյալ վարչապետ Հովիկ Աբրահամյանի հայտարարությունների իրականացումը:

Արմեն Երիցյանի պատասխանն, ըստ էության, բացահայտում է իշխանական հնարքի ամբողջ «հմայքը», որ պետք է գործի դրվի արդյունավետ կառավարման մասին հասարակական հարցադրումներին ի պատասխան: Եվ այդ գաղափարն, ըստ էության, դրված էր նաեւ Հովիկ Աբրահամյանի մայիսի 12-ի հայտնի ելույթի հիմքում, որտեղ նա խոսում էր այն մասին, թե տարիներ շարունակ չեն գնացել նման քայլերի՝ սոցիալական լարվածություն չառաջացնելու համար, բայց քանի որ այսօր կա հանրային պահանջ ու հրամայական, ապա այլեւս պետք է գնան:

Սա, իհարկե, ոչ այլ ինչ է, քան իշխանական երեսպաշտության մի դրսեւորում, որի միջոցով իշխող համակարգը փորձում է դուրս գալ անարդյունավետ կառավարման վերաբերյալ հանրային հարցադրումների կոնկրետ քաղաքական կամ իրավական պատասխանատվության տակից, փոխարենը հասարակությանը դնել այդ հարցադրումների համար բարոյական պատասխանատվության տակ՝ հակադարձելով այնպիսի ձեւերով, ինչպես, օրինակ, նախարար Երիցյանը:

Այսինքն՝ արդյունավետ կառավարման վերաբերյալ հանրային պահանջներն այլեւս կդիտվեն որպես մարդկանց անաշխատանք թողնելու պահանջ: Բնականաբար, անաշխատանք կթողնվեն առաջին հերթին այն մարդիկ, ում հույսը հենց այդ աշխատանքն ու աշխատավարձն է, եւ որոնք այդ տեղում են առանց հովանավորի կամ հովանավորների:

Այդպիսով, արդյունավետ կառավարման վերաբերյալ հասարակության լիովին հիմնավոր, հրատապ եւ անհրաժեշտ պահանջները կնենգափոխվեն եւ կներկայացվեն որպես «մարդկանց անգործ» թողնելու անմարդկային եւ անբարո պահանջներ: Այլ կերպ ասած, տեղի կունենա ոչ միայն նենգափոխում, այլ պարզապես իշխանական շանտաժ: Այն դեպքում, երբ արդյունավետ կառավարման վերաբերյալ հանրային պահանջները ամենավերջինն են ներառում, այսպես կոչված, ծառայական ավտոպարկի կամ հաստիքների թեթեւացում, քանի որ Հայաստանի պետական գանձարանի միջոցների ահռելի մասը մսխվում է ոչ թե այդ, այլ բոլորովին այլ ճանապարհներով ու տարբերակներով:

Ավտոպարկը կամ հաստիքները դրանք քողն են, ծխածածկույթը, երեսպաշտության ու շանտաժի միջոցը, որի տակ տեղի է ունենում բյուջետային միջոցների ահռելի յուրացում տարատեսակ պետպատվերների, պետգնումների եւ այլ մեխանիզմների միջոցով, որոնք բաժին են ընկնում առավելապես սեփական բիզնեսներին, հարազատների բիզնեսներին, ընկերական բիզնեսներին: Եվ մսխումները տեղի են ունենում արդեն այդ ոչ պետական հարթության վրա:

Արդյունավետ կառավարման խնդիրն այստեղ է, որտեղ սակայն կառավարությունը չունի նենգափոխման միջոցով հանրությանը բումերանգի էֆեկտով բարոյական հարցադրումներ ներկայացնելու հնարավորություն: Այդ իսկ պատճառով կարվի ամեն ինչ, այդ ուղղությամբ «արդյունավետ կառավարում» օպերացիայի տարածումը թույլ չտալու համար»:
