 Հայաստանի խորհրդարանը քննարկում է հայ-ռուսական մարդասիրական արձագանքման կենտրոն ստեղծելու մասին համաձայնագիրը: Հիմնական զեկուցող, ՀՀ արտակարգ իրավիճակների նախարարի տեղակալ Հայկարամ Մխիթարյանը նշեց, որ Հայաստանի և Ռուսաստանի կառավարությունների միջև մարդասիրական արձագանքման կենտրոնի կեցության պայմանների, արտոնությունների և անձեռնմխելիությունների մասին համաձայնագիրը ստորագրվել է 2016թ. մարտի 18-ին, Երևանում: «Սույն համաձայնագիրը անցել է անհրաժեշտ ներպետական համաձայնեցման գործընթացը: Համաձայնագրի վավերացումն անմիջականորեն շոշափում է Հայաստանի արտակարգ իրավիճակների նախարարության գործառույթներն ու խնդիրները: Համաձայնագրով Հայաստանի, Ռուսաստանի և երրորդ երկրների տարածքում արտակարգ մարդասիրական արձագանքման խնդիրների իրականացմանն աջակցելու համար Հայաստանի տարածքում հիմնադրվելու է հայ-ռուսական մարդասիրական արձագանքման կենտրոն: Մարդասիրական կենտրոնի նպատակն է զարգացնել և ամրապնդել արտակարգ իրավիճակների հետևանքների համատեղ կանխարգելման և վերահսկման միջոցներն ու մեխանիզմները»,- նշեց Մխիթարյանը:

Նրա խոսքով՝ մարդասիրական արձագանքման կենտրոնը կբարձրացնի բնակչության պաշտպանելիության մակարդակը, կապահովի արտակարգ իրավիճակներին համատեղ օպերատիվ արձագանքելու հնարավորություն, ինչպես նաև մշտադիտարկում և արտակարգ իրավիճակների կանխարգելում: «Կենտրոնի ստեղծումը համապատասխանում է այն առաջնահերթություններին, որոնք ուրվագծվել են Հայաստանի Հանրապետության նախագահը ՀԱՊԿ-ում Հայաստանի նախագահության ժամանակահատվածում: Կենտրոնի բացումը կարևոր քայլ է՝ ուղղված երկու պետությունների ուժերի, կարողությունների, ՀԱՊԿ-ի օպերատիվ ուժերի արագ արձագանքման և ՀԱՊԿ-ի պատասխանատվութփյան տակ գտնվող տարածքների բնակչության անվտանգության ապահովման բարձրացմանը»,- մանրամասնեց Հայկարամ Մխիթարյանը:
