ՀՀ տարածքային կառավարմանև զարգացման նախարար Դավիթ Լոքյանը հունիսի 17-ին մասնակցել է Հայաստանի համայնքների միության և Էներգախնայողության աջակցման հիմնադրամի նախաձեռնած Էներգաարդյունավետ համայնքների առաջին համաժողովի շրջանակում «Քաղաքապետերի դաշնագիր Արևելք II» ծրագրի և «Հայաստանի էներգաարդյունավետ քաղաքների դաշինքի» շնորհանդես-ընդունելությանը, որին ներկա են եղել նաև Երևանի քաղաքապետ, «Հայաստանի Էներգաարդյունավետ քաղաքների դաշինքի» նախագահ Տարոն Մարգարյանը, ՀՀ էներգետիկայի և բնական պաշարների փոխնախարար Հայկ Հարությունյանը, ՀՀ-ում ԵՄ պատվիրակության ղեկավարի ներկայացուցիչը, քաղաքապետեր և այլ հյուրեր:

ԵՄ Հարևանության ծրագրի արևելյան գործընկեր երկրներում իրականացվող ծրագրով նախատեսվում է Դաշնագիրը ստորագրած քաղաքների կարողությունների զարգացում, քաղաքների կողմից մշակված և Եվրոպական հանձնաժողովի կողմից հաստատված Կայուն էներգիայի գործողությունների պլանների (SEAR-ներ) իրականացման համար ֆինանսների ու վարկային միջոցների հայթայթում, նոր քաղաքների ընդգրկում և այլն: 

Հայաստանի Էներգաարդյունավետ քաղաքների դաշինքը ստեղծվել է 2016 թվականի փետրվարի 26-ին՝ Հայաստանի համայնքների միության հանրապետական խորհրդի նիստի որոշմամբ: Դաշինքի ստեղծման հիմնական նպատակը ՏԻՄ-երի իրավասությունների շրջանակներում էներգաարդյունավետության, էներգաօգտագործման և այլ խնդիրների շուրջ ջանքերի համատեղումն է։

Ներկաներին ուղղված ողջույնի իր խոսքում նախարար Դավիթ Լոքյանը կարևորել է ծրագրի իրականացումը համամարդկային կարևոր մարտահրավերներին, մասնավորապես, կլիմայական փոփոխություններին և էներգետիկ անվտանգությանը դիմագրավելու տեսանկյունից:

«Մենք անխնա օգտագործում ենքռեսուրսներ, արտանետում ենք ջերմոցային գազեր, որոնք փոխում են մեր երկրագնդի կլիման` բերելով բազմաթիվ շեղումներ, որոնքուղղակի ազդեցություն ունեն երկրագնդի նոոսֆերայի վրա: Մարդկության կարևորագույն խնդիրն է դառնում ոչ միայն ֆինանսական,տնտեսական խնդիրներից ելնելով կարգավորել էներգախնայողությունը, էներգաարդյունավետությունը, այլև ապագա սերունդների անվտանգ, էկոլոգիական ապրելակերպը շարունակական դարձնելու հարցն ապահովել:
 
 
Ես ողջունում եմ մեր քաղաքապետերին, ովքեր համարձակություն են ցուցաբերել մտնելու այնպիսի բեռի տակ, ինչպիսիք են էներգախնայողական գործառնական ծրագրերի կազմումը,որոնք մշտապես պետք է մոնիտորինգի ենթարկվեն Եվրոպական հանձնաժողովի, Եվրամիության, ինչպես նաև Հայաստանիհամապատասխան փորձագետների կողմից»,- նշել է նախարար Դավիթ Լոքյանը:

«Քաղաքապետերի դաշնագիր Արևելք II» ծրագրի և Հայաստանի էներգաարդյունավետ քաղաքների դաշինքի շնորհանդես-ընդունելության մասնակիցներին  Երևանի քաղաքապետը համոզմունք է հայտնել, որ Հայաստանի համայնքների, Եվրոպական գործընկերների և աջակից բոլոր կառույցների արդյունավետ փոխգործակցության ու համատեղ ջանքերի շնորհիվ համեմատաբար կարճ ժամանակահատվածում կարձանագրվեն տեսանելի արդյունքներ։

 Ամփոփելով` նախարար Դավիթ Լոքյանը շնորհավորել է շնորհանդեսի մասնակիցներին` «Քաղաքապետերի դաշնագիր Արևելք II» ծրագրի մեկնարկի և «Հայաստանի էներգաարդյունավետ քաղաքների դաշինքի» ձևավորման կապակցությամբ, մաղթել հաջողություն ծրագրի հետագա ընթացքին և հույս հայտնել, որ առաջիկա տարիներին համատեղ արդյունավետ աշխատանքով և փոխադարձ աջակցությամբ ծրագրում կընդգրկվեն նաև Հայաստանի մյուս քաղաքները:
