Հարկային նոր օրենսգրքի նախագիծը, թերի լինելուց բացի, նաև վտանգավոր է. Տ. Ջրբաշյան

Հունիսի 15-ին ԱԺ-ն առաջին ընթերցմամբ ընդունեց Հարկային նոր օրենսգրքի նախագիծը, որը կրկին հիասթափեցրեց թե՛ ներդրողներին, թե՛ տնտեսագետներին: Հայաստանում ամերիկյան առևտրի պալատի նախագահ, հայտնի տնտեսագետ Տիգրան Ջրբաշյանի կարծիքով, թեև նախագծի սկզբնական տարբերակի վրա բավական աշխատանք էր իրականացվել, որի արդյունքում ստեղծվել էր բավական լավ փաստաթուղթ, սակայն այն կառավարությունում հայտնվելուց հետո լուրջ փոփոխության է ենթարկվել: Արդյունքում՝ ԱԺ-ում ներկայացված նախագիծը և դրա նախնական տարբերակի տեքստերը չեն համընկնում:

«Կարծում եմ, որ որոշակի պրոցես ընթացավ նախագիծը կառավարությունում քննարկելու ժամանակ և արդյունքում՝ որոշակի կոնցեպտուալ փոփոխություններ կատարվեցին: Նախնական տարբերակում բավականին հստակություն կար տնտեսական միջավայրի զարգացման, կոռուպցիոն ռիսկերի կառավարման և այլ հիմնական առումներով, սակայն ներկայում շրջանառության մեջ դրվել է մի փաստաթուղթ, որը կոնցեպտուալ առումով թերի է»,- ասում է Տ. Ջրբաշյանը:

Խոսելով դիվիդենտների հարկման մասին, որն այս օրերին ամենաշատ քննարկվող թեման է, Տ. Ջրբաշյանը կարծիք հայտնեց, որ այն կարող է մուլտիպլիկատիվ էֆեկտ ունենալ ողջ տնտեսության վրա՝ սկսած օտարերկրյա ներդրումների հոսքից նվազումից մինչև ներկայիս տնտեսությունում առկա կապիտալի հոսք դեպի այլ շուկաներ:

«Դրա հետևանքով թուլացնում է տնտեսությունում ներդրումներ կատարելու գրավչությունը, թուլանում է արտերկրի ներդրողների և ներքին սեկտորի ներդրողների միջև մրցակցության ապահովումը: Հարկային նոր օրենսգիրքը հաշվապահական հաշվառման մակարդակով է ներկայացված, ոչ թե տնտեսագիտական, որը շատ վտանգավոր է»,- ասում է Տ. Ջրբաշյանը:

Տնտեսագետը նշում է նաև, որ անցյալ տարվա առևտրաշրջանառության 5-տոկոսանոց անկումը հայաստանյան ներքին շուկայում վկայում է տնտեսական աճի հնարավորությունների սահմանափակ լինելու մասին: Խոսելով երկրում բիզնեսի հաշվին տնտեսական աճ ապահովելու, խաղի կանոններ սահմանելուն միտված պետության կողմից քաղաքականություն մշակելու դերակատարման մասին, նրա կարծիքով, այն փոխարինվել է միայն հարկ հավաքելով և բյուջե լցնելու ֆենոմենով:

«Օրենսգրքի նախագիծը թերի է նաև նրանով, որ բյուջեն լցնելու համար հարկավոր է որևէ տեղից փող ստանալ և եթե դրսից էլ չես կարողանալու գումար բերել, ներսում էլ ենթադրվում է, որ չես կարողանալու հարկեր հավաքել, քանի որ տնտեսական ակտիվություն չի լինի: Նման դեպքում հնարավոր չի լինի նաև արտաքին պարտքերը սպասարկել և պետությունը կհայտնվի այն ծուղակում, որտեղ հայտնվել են աշխարհի տարբեր ծայրերում գնտվող մի շարք երկրներ՝ սկսած անցյալ դարի 50-ականներից մինչ օրս, այսինքն՝ այս ամենը թերի լինելուց բացի, նաև վտանգավոր է»,- ասում է Տ. Ջրբաշյանը:
