ՀՕՊ համաձայնագրի վավերացումը լուրջ մտահոգություն առաջացրեց հասարակության որոշ հատվածի մոտ։ Կառավարության կողմից հրավիրված արտահերթ նիստի ժամանակ մի խումբ քաղաքացիներ իրենց բողոքի ձայնը բարձրացրեցին հենց ԱԺ շենքի դիմաց։ Նշենք, որ հավաքվածների հետ զրուցել էր ԱԺ ՀՀԿ խմբակցության պատգամավոր Խոսրով Հարությունյանը, ով Orer.am-ի հետ զրույցի ժամանակ նշեց, որ նրանցից ոմանք միգուցե թյուրիմացաբար կամ մոլորությամբ, իսկ մի մասը՝ գուցե հիմնավոր պատճառներով էին հավաքված ու մտահոգված։
 
Ըստ պատգամավորի՝ մտահոգվելու կարիք ընդհանրապես չկա. «Մենք այսօր առանց այս համաձայնագրի վավերացման, իհարկե, ունենք հակաօդային պաշտպանության համակարգ, որն ապահովում է թե՛ ՀՀ-ի, թե´ ԼՂՀ-ի օդային տարածքի անվտանգությունը, սակայն պետք է հասկանալ, թե ինչ է նախատեսվում Հակաօդային պաշտպանության նոր համաձայնագրով։ Դրանով առաջարկվում են ՀՀ-ի օդային տարածքի համար հավելյալ հակաօդային պաշտպանական հնարավորություններ՝ օգտագործելով Հայաստանում առկա ռուսական հակաօդային պաշտպանության հնարավորությունները, ընդ որում, արձանագրելով, որ ՀՀ-ի օդային տարածքի պաշտպանության հարցերում ՀՀ զինված ուժերը միանգամայն ինքնուրույն են ռազմական որոշումներ կայացնելիս»։
 
Մեր այն հարցին, թե արդյոք քառօրյա պատերազմը ստիպեց ՀՀ-ին վավերացնել ՀՕՊ համաձայնագիրը, պատգամավորը պատասխանեց. «Հակաօդային պաշտպանության համակարգը ժամանակի ընթացքում գնալով զարգանում է, այսօր կան նոր հնարավորություններ, կան նաեւ նոր սպառնալիքներ ու մարտահրավերներ, որոնք էլ իրենց հերթին պահանջում են նոր մոտեցումներ։
 
Հիշեցնեմ, որ ԱՊՀ անդամներն ունեցել են միացյալ համակարգ, սակայն այսօր առաջացել է տվյալ համակարգն ավելի նոր մակարդակի բարձրացնելու անխուսափելի անհրաժեշտություն հենց ՀԱՊԿ շրջանակներում։ Հենց այս կոնտեքստում է հարկավոր հարցը դիտարկել։ Այս քայլով մենք բարձրացնում ենք մեր երկրի անվտանգության մակարդակը»:
