Փաստացի, ԼՂՀ հարցի կարգավորման շուրջ ընթացող բանակցությունների սեղանին դրված փաստաթղթերն այնքան արագ են հնանում, որ դրանց մասին խոսելն ու առավել ևս դրանք քննարկելը դառնում է անիմաստ: Եթե իրականում խոսք է գնում կոնֆլիկտի կարգավորման Կազանյան, Մադրիդյան կամ այլ անվանում ունեցող փաստաթղթերի բովանդակության մասին, ապա այսօրվա դրությամբ կարելի է ասել, որ դրանք ոչ թե ԼՂՀ հիմնախնդրի խաղաղ կարգավորման շուրջ ընթացող բանակցություններ են, այլ «պրոտոկոլային հանդիպումներ» ոչնչի մասին:

Այս օրերին լայն քննարկման թեմա է բանակցային սեղանին դրված փաստաթղով ԼՂՀ-ին միջանկյալ կարգավիճակ տալու դիմաց տարածքներ հանձնելու մասին խոսակցությունները, բայց նկատենք, որ անտեսվում է այն փաստը, որ խոսքը վերաբերում է մի երկրի, որը թեև դեռևս չի ճանաչվել միջազգային կազմակերպությունների կողմից, սակայն արդեն սեփական բանակ ու կայացած կառավարման համակարգ ունի: Այս պարագայում ամենաքիչը ծիծաղելի է փաստաթղթերում մշտապես ամրագրվող այն տողը, թե տարածքներ հանձնելու դիմաց Արցախին պետք է տրվի միջանկյալ կարգավիճակ:

Խնդիրն այն է, որ Արցախը վաղուց արդեն անցել է այդ այսպես կոչված միջանկյալ կարգավիճակն և արդեն 25 տարի է ապրում և զարգանում է՝ լինելով փասատացի անկախ, իսկ ինչ վերաբերում է այդ կարգավիճակի դիմաց ինչ-որ տարածքներ վերադարձնելուն, ապա դա արդեն որևէ տրամաբանության մեջ չտեղավորվող մոտեցում է:

Եվ եթե մինչ ապրիլյան պատերազմը այդօրինակ փաստաթղթերի շուրջ ընթացող բանակցություններն ինչ-որ տեղ նաև ընկալվում էին որպես այսպես ասած՝ «հանդիպումներ ոչնչի մասին», ապա ներկայում, երբ միջազգային հանրությունն ավելի մոտիկից հնարավորություն ունեցավ ծանոթանալ, թե ինչ է Ադրբեջանը և ինչերի է ընդունակ, այս պարագայում ոչ միայն պետք է, որ բանակցությունների շեշտադրումները փոխվեն, այլև ողջ տրամաբանությունը: Այլևս բոլորի համար էլ պարզից էլ պարզ է, որ այդ երկրին ոչ միայն լուրջ ընդունել չի կարելի, այլև դրա քաղաքական ղեկավարների խոսքը, գործն ու ցանկությունները որևէ տրամաբանական կապ չունեն իրար հետ, ուստի ինչ փաստաթուղթ էլ դրվի բանակցային սեղանին, այն ընդամենը ձևական սևագրության մի թղթի է նման, առավել ևս այն պարագայում, որ ԵԱՀԿ Մինսկի խմբի մանդատն ընդամենը սկսվում և ավարտվում է կողմերին հաշտեցնելու փորձեր կատարելով ու այդ ճանապարհին այս կամ այն տարբերակներ առաջարկելով:

Իսկ եթե մի փոքր բարձրացնենք վարագույրը ու տեսնենք, թե ներկայում ինչ խնդիրների առջև են կանգնած երբեմնի գերտերությունները, մասնավորապես Մեծ Բրիտանիայի նման հսկա կայսրությունը, որի կազմից դուրս գալու Հյուսիսային Իռլանդիայի և Շոտլանդիայի փորձերը կարող են շատ շուտով իրականություն դառնալ, ևս մեկ անգամ կհամոզվենք, որ ԼՂՀ հարցի կարգավորման շուրջ ընթացող բանակցություններն այնքան հին են, ինչքան մարդկության պատմությունը:

Այս ամենից հետո որքանո՞վ է կարելի լուրջ վերաբերվել ԼՂՀ հարցի կարգավորման շուրջ ընթացող բանակցությունների ներկայիս ձևաչափերին ընդհանրապես և բանակցային աշխատանքային փաստաթղթեր ասվածին՝ մասնավորապես:
