«Գյումրիում իրադարձությունները սկսել են նոր թափով զարգանալ: Գյումրիի պետական մանկավարժական ինստիտուտի ռեկտոր Վարդևան Գրիգորյանը հրաժարականի դիմում է ներկայացրել և հիմա նրա փոխարեն այդ պաշտոնում նշանակվել է ՀՀԿ Շիրակի մարզային կառույցի ղեկավար, մարզպետարանի կրթության վարչության պետ Սահակ Մինասյանը։ Իր հրաժարականը Վարդևան Գրիգորյանը մեկնարանել է այսպես. «Լրանում է իմ երկրորդ հնգամյա ժամկետը, ըստ «Բուհական ու հետբուհական կրթության մասին» օրենքի, բուհի ռեկտորն իրավունք ունի ղեկավարելու բուհը երկու հնգամյակ անընդմեջ ժամկետ մինչև 65 տարեկան։ Իմը արդեն 14 տարի է, նույնիսկ երրորդ հնգամյակն է դուրս գալիս, և հոկտեմբերի 16-ին էր լանում ժամկետը։ Իհարկե, նախարարությունում իմ հետ համատեղ քննարկվել է հարցը, ես էլ եկել եմ այն եզրահանգման, որ ճիշտ կլինի ավելի շուտ հեռանալ պաշտոնից, այսինքն՝ մեկ-երկու ամիսը որևէ բան չէր փոխելու»։

Մեր աղբյուրների պնդմամբ, իրականում Վ.Գրիգորյանին պարտադրել են հրաժարական տալ՝ Սահակ Մինասյանի համար յուղոտ պաշտոն ազատելու նպատակով։ Բանն այն է, որ Սահակ Մինասյանը լարված հարաբերություններ ունի Շիրակի նորանշանակ մարզպետ, ՀՅԴ-ական Հովսեփ Սիմոնյանի հետ, ընդ որում՝ նրանց հարաբերությունները լարված են տևական ժամանակ: Բացի այդ, Մինասյանին ռեկտոր են նշանակել սիրաշահելու համար, ինչպես հայտնի է՝ ՀՀԿ-ն որոշեց ՏԻՄ ընտրություններից առաջ դաշինք կազմել իր արբանյակ կուսակցությունների հետ; և ավագանու ընտրացուցակը գլխավորելու է գործող քաղաքապետ Սամվել Բալասանյանը։ Մինչդեռ՝ քաղաքապետի պաշտոնի վրա Սահակ Մինասյանը ևս աչք է ունեցել, և ասում են՝ ՀՀԿ Շիրակի մարզային կառույցի ղեկավարի սրտով չէ կուսակցության որոշումը»,–գրում է թերթը։
