Ադրբեջանի առաջնորդ Իլհամ Ալիեւի կողմից սահմանադրական փոփոխությունների առաջարկով հանդես գալը, որով նախատեսվում է երկրում փոխնախագահների ինստիտուտ ստեղծում, խիստ անսպասելի է եղել երկրի երկրորդ դեմքի պաշտոնի համար պայքարող ներիշխանական խմբավորումների համար: Նույնիսկ նախագահի պաշտոնավարման ժամկետը հինգից յոթ տարի դարձնելու առաջարկի հետ կապված իշխանության որոշ ներկայացուցիչներ հիշեցրել են, որ Հեյդար Ալիեւը դեմ էր դրան:

Ինչպես հաղորդում է «Արմենպրես»-ը, «Ազադլիգ»-ն այդ առնչությամբ գրում է, որ իշխանության ճամբարում փոփոխությունների հարցում ամենաշատ ուշադրությունը դարձվում է փոխնախագահության ինստիտուտի ստեղծմանը, քանի որ որոշ դեպքերում փոխնախագահներին նախագահին փոխարինելու լիազորություն է նախատեսվում:

«Որոշ խմբավորումներ իրենց մերձավոր պատգամավորների միջոցով նույնիսկ Իլհամ Ալիեւի հետ սկսել են խոսել վերջնաժամկետների լեզվով: Երկրի ղեկավարից պահանջում են հիմիկվանից հայտնել առաջին փոխնախագահի թեկնածուի անունը, որպեսզի այժմվանից դիրքորոշում արտահայտեն:   

Հնարավոր է` իշխանության ներսում փոխնախագահության պայքարի թեժացման, կամ հասարակության լուրջ բողոքի պատճառով սահմանադրական փոփոխությունները մնան նախագծի տեսքով: Մյուս կողմից, եթե Իլհամ Ալիեւը հանկարծ հայտնի այդ անձի անունը, ապա իշխանության ներսում հասկասություններն ավելի կխորանան», -ամփոփել է թերթը:
