 ՀՀ հատուկ քննչական ծառայությունում նախապատրաստված նյութերի ընթացքում տվյալներ են ձեռք բերվել այն մասին, որ զբոսաշրջային ծառայություններ մատուցող սահմանափակ պատասխանատվությամբ ընկերությունների աշխատակիցներն ու գործակալները, նախնական համաձայնության գալով հյուրանոցային ծառայություններ մատուցող կազմակերպությունների համապատասխան աշխատակիցների հետ, 2015թ . մայիսին սոցիալական փաթեթի շահառու հանդիսացող քաղաքացիների հետ կնքել են զբոսաշրջային ծառայությունների մատուցման պայմանագրեր, դրանցում կեղծ տեղեկություններ են մտցրել քաղաքացիների հանգստի կազմակերպման վայրի և ժամանակի վերաբերյալ, որի հիման վրա վերջիններս իրենց սոցիալական փաթեթի հաշվին եղած գումարները փոխանցել են վերը նշված տուրիստական գործակալությունների բանկային հաշիվներին, սակայն շահառուներին զբոսաշրջային ծառայություններ փաստացի չեն մատուցվել:

Ինչպես  տեղեկացրին ՀՔԾ լրատվական ծառայությունից, հանգստյան տների կողմից դուրս են գրվել կեղծ հաշիվ-ապրանքագրեր քաղաքացիների կողմից հանգստից օգտվելու վերաբերյալ, այնուհետև սոցիալական փաթեթի շահառուների կողմից փոխանցված գումարները կանխիկացվել են:

Շահառուներին տրվել են իրենց փոխանցած գումարների կեսը: Արդյունքում՝ ՀՀ պետական բյուջեից խաբեությամբ հափշտակվել է զգալի չափը գերազանցող գումար: Տուրիստական ընկերությունների և հանգստյան տների աշխատակիցների կողմից զգալի չափերով խարդախություն կատարելու և փաստաթղթեր կեղծելու դեպքերի առթիվ ՀՀ հատուկ քննչական ծառայությունում ՀՀ քրեական օրենսգրքի 178-րդ հոդվածի 2-րդ մասի 1-ին կետով և 325-րդ հոդվածի 1-ին մասով հարուցվել է քրեական գործ: Կատարվում է նախաքննություն: Ծանուցում. Ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
