Ճապոնիայի կառավարությունը կհամագործակցի ՀՀ կառավարության հետ Շիրակի մարզի Առափի համայնքում սողանքների կանխարգելման ուղղությամբ տարվող աշխատանքներում:  

Այս մասին հուլիսի 27-ին Գյումրի կատարած այցի ժամանակ լրագրողների հետ զրույցում նշեց ՀՀ-ում ճապոնիայի արտակարգ և լիազոր դեսպան Էյջի Տագուչինին՝ կարևորելով ՀՀ և Ճապոնիայի կառավարությունների միջև համագործակցությունը: «Տարերային աղետների ռիսկի նվազեցման համար շատ ծրագրեր են իրականացվում թե դեսպանության, թե Ճապոնիայի և ՀՀ կառավարությունների կողմից: Մենք փորձում ենք օգնել, որ ռիսկի նվազեցման գործընթացը տեղի ունենա: Այս պահին բանակցություններ են տարվում Առափիի ուղղությամբ,  բայց հուսամ շատ շուտով այդ ծրագիրը կիրականացվի»,- նշեց արտակարգ և լիազոր դեսպան Էյջի Տագուչինին Շիրակի մարզի Առափի համայնքը սողանքավտանգ համայնք է՝ հատկապես գարնանային սեզոնին՝ անձրևներից ու ձնհալից հետո սողանքը ակտիվանում է:

Համայնքնում սողանքերի կանխարգելման փորձ սկսել են ճապոնացի մասնագետները՝ հորատման միջոցով: Ճապոնիայում շատ են սողանքային գոտիները, և մասնագետներն այդ փորձն ունեն: Ըստ մասնագետների՝ հիմնականում սողանքի առաջացման պատճառը ջուրն է:  Ստորգետնյա ջրի մակարդակի որոշակի բարձրացումը և անցումը ավազային շերտից  կավային շերտի սողանքի պատճառ է դառնում: Այդ մակարդակի նվազեցումը հնարավոր է, եթե ոչ հիմնովին կանգնեցնեցնի սողանքը, ապա նվազեցնի այն: Առափիում անցած տարիներին 11 տուն հայտնեց սողանքային գոտում: Բնակիչները փոխհատուցում ստացան և հեռ ացան իրենց տներից: Այս պահին սողանքային գոտու տակ է նաև համայնքի դպրոցը և եթե սողանքն  ակտիվանա, վտանգի տակ է նաև դպրոցը: Ընդհանուր առմամբ՝ շուրջ 120 տուն սողանքային գոտում է: Ճապոնական JICA  ընկերության մասնագետներն մշտադիտարկում են անցկացնում Առափիում, դրան զուգահեռ իրականացնում են հորատման աշխատանքներ՝ հատուկ խողովակների օգնությամբ ջրի մակարդակի իջեցման նպատակով: Դեսպանը նաև տեղեկացրեց, որ այս պահին Ճապոնիայի կառավարությունը բանակցություններ է վարում ՀՀ ԱԻ նախարարության հետ՝ հանրապետությունում սեյսմիկ ռիսկերի նվազեցման կրթական կենտրոն ստեղծելու ուղղությամբ:

Այցի շրջանակներում դեսպանին ընդունեց Գյումրու քաղաքապետը: Ողջունելով  դեսպանի այցը Գյումրի՝ Սամվել Բալասանյանը կարևորեց  համատեղ աշխատանքներ իրականացնելու փորձերը: Էյջի Տագուչին իր հերթին ողջունեց քաղաքապետին ու շնորհակալություն հայտնեց ընդունելության ու ջերմ վերաբերմունքի համար, ապա խոսեց ապագա ծրագրերի մասին:
